And Iraqi lawmakers who participated in meetings with Allawi during the past two days said that the Prime Minister-designate intends to present his new cabinet by next Sunday, or the day after, despite acknowledging that he has not yet reached decisive understandings on many of the bags.
According to a negotiator in the Allawi team, the prime minister-designate chose the candidates to occupy the portfolios that were from the share of the Shiite forces in the government of his predecessor, Prime Minister Adel Abdul-Mahdi, and he might call the parliament to convene in order to vote on it at any moment.

The Iraqi political forces had opened for themselves this legal loophole early, because they realized the impossibility of the prime minister-designate to persuade all parties of the sectarian and ethnic quota model that governs political action in the country, within the legal period of forming the government, which is thirty days.
Allawi still has some time, as his deadline to form his government extends until the third of next March.
According to Allawi’s negotiator, the prime minister-designate filled bags that ensure a quorum in the cabinet when it is held, which is the basic condition for the new government to be considered legitimate, adding that the candidates Allawi’s chosen so far are Shi’ite ministries that were within the share of Shi’ite parties in the resigned Abdul Mahdi’s government, while he affirmed Candidates for these bags are independent.
And it is not possible to define the independent in the Iraqi political situation or control the limits of the area in which he can move, which allowed the parties to repeatedly dominate positions by claiming independent nominations, who are in fact people who do not belong to them, but they confined themselves to undertakings that obligated them to achieve their interests, if they nominated them or Voted for candidacy by the Prime Minister.
The "Saeroon" bloc sponsored by cleric Moqtada al-Sadr allowed the outgoing Prime Minister Adel Abdul-Mahdi to choose whom he deems appropriate to occupy the ministerial portfolios that fell within his share, and was proud that it had abandoned the quota system.
But the negotiator acknowledged that the future of Sunni and Kurdish participation in the Allawi government is ambiguous, as it is not clear that the seats reserved for candidates from these two components will be filled with independents or partisans.
And if the mass popular protests, which started in the beginning of last October and continue for the fifth month in a row, against the corruption of the ruling political class and its total dependence on Iran, have limited the ability of the Shiite forces to confront the Prime Minister-designate’s desire to choose independent ministers, the Kurdish and Sunni powers do not feel that They are obliged to apply the same.
Political parties have leaked that the Kurdistan Democratic Party led by Masoud Barzani, the most prominent Kurdish political force, informed the prime minister-designate of his desire to retain his current ministers within the Abdul-Mahdi government, namely Finance Minister Fouad Hussein and the Minister of Housing, two banks Rikani, within the Allawi government, but close to the latter they spoke of “the impossibility Nomination of any former minister for a position in the new cabinet.
The sources agree that the Prime Minister-designate did not hold meetings with the leaders of the major blocs to discuss the fate of the new government, and he only met with representatives from different blocs, amid expectations that Allawi would resort to trying to mobilize parliamentarians' support for his cabinet by appeasing them individually, away from their parties, which is a gamble You might knock him out.
The same sources do not rule out that Allawi will reach a dead end, which means that he can apologize for proceeding with consultations to form the new government.
And if there are blocs ready to relinquish their share in the ministries to ensure the passage of the Allawi government, then everyone monitors the intentions of the new government regarding general managers, ministries' agents, and special grade employees who are responsible for the actual management of state agencies, and ensuring party stakes in them.
All the parties involved in the authority have representatives, according to the size of each representative, in the various organs of the state, usually dependent on them to employ their supporters and obtain contracts for the implementation of government projects in the millions of dollars for their companies and protect their interests.
It is not expected that any Iraqi government will pass through parliament, unless it makes firm guarantees that it will not affect these interests.
