Population census: an important tool for achieving sustainable economic development

In light of the increasing economic challenges facing Iraq, accurately understanding the economic reality and determining development priorities are essential steps to achieve stability and sustainable growth.
At a time when the Iraqi economy is suffering from major challenges, the population census is a vital tool to accurately guide economic policies by providing comprehensive data on population distribution. The census helps allocate resources more fairly and effectively, and contributes to enhancing economic growth and achieving sustainable development in various sectors.
The Executive Director of the Iraq Development Fund, Mohammed Al-Najjar, described the population census as "important and a step that contributes to directing investments that accelerate development steps in all regions of Iraq," noting that "the government's direction is towards attracting international efforts to the national labor market in a way that revives the economy."
Clear vision
Al-Najjar added in an interview with "Al-Sabah": "The population census gives those in charge of the economic file a clear vision of the economic reality by creating a database that represents a starting point for economic policies that aim to address the imbalance in the economic structure."
He pointed out that "this step will accurately reflect the reality of human wealth and the percentage of youth, as they represent an important economic force that can be employed in the knowledge and investment sectors and various aspects of the economy that have the elements of progress and development."
Database
Economic researcher Imad Al-Muhammadawi said in an interview with "Al-Sabah": "The general population census is a statistical procedure that represents a database on the numbers of Iraqis and the nature of their work," noting that it is "the first of its kind in decades, as the last census was conducted in 1987."
He added that it is "a developmental work that aims to direct the country's resources in the right direction, contrary to the false information being circulated that the goal of the census is to impose taxes and cut subsidies," noting that it is "a procedure that serves the country economically and socially by addressing poverty and unemployment, identifying needy families, the number of workers and unemployed, and improving the economic reality in general."
Attracting companies
Al-Muhammadawi considered the census as "a message of reassurance to citizens and the country alike, meaning that the country is now safe from saboteurs and terrorist acts, and in a position that allows it to carry out this major and important measure, and attract companies and investments to the country."
He pointed out that "the census will determine the actual number of residents inside the country, and those residing outside the country in cooperation with the Ministry of Foreign Affairs later, and a census will be conducted for non-Iraqis working and residing, which will contribute to limiting their numbers and knowing their living conditions."
Economic data
In turn, the economic researcher Dr. Ahmed Al-Rawi considered the census in an interview with "Al-Sabah" as "the most important source of economic and social data for all countries of the world", noting that "knowing the results of the census enables the formulation of general policies and the development of strategies related to investment, housing, education, health, and capital investment related to road and communications networks, the development of public services, and development programs, accompanied by enabling countries to distribute budgets between administrative regions according to development needs."
The wheel of development
The narrator continued, "The census is also very useful in enabling the private sector and investors to drive development, raise the level of urban planning, and support decision-makers in making decisions.
" He added, "The economic view of the population is limited to two aspects: the first is that the population is a consumer force that exerts pressure on the available economic resources, and that these pressures increase in intensity the more limited and one-sided the resources are." The

explained that “the impact is clear in rentier and less diversified economies such as Iraq, which relies on a major resource, which is the revenue generated from depleting oil exports, while there are no serious attempts to diversify its economy,” noting that, on the other hand, it is witnessing a continuous increase in the number of residents, stressing that this increasing number of residents will form a consumer force that wants to satisfy its increasing and renewable needs from the revenues provided by the oil resource, at the expense of that part that failed to be converted to finance the process of economic development.
The production process,
he stressed, "While the other aspect is represented by considering the population as a productive force that contributes, through its work, experience, skills and abilities to organize and manage the production process in exploiting resources or as an element of production, even when resources are limited, and contributing to creating a continuous stream of production and flow of goods and services, in a way that achieves a balance between what society produces and what it needs."
He explained that "the general population census is the ideal and precise tool through which human sectors and activities emanating from them can be structurally dissected according to accurate numerical and mathematical indicators that help in accurate current and future planning, and ensure the depth of development foresight."
Development Census
He added that "the population census is among the priorities of the government program, as it is the first development census conducted by the Ministry of Planning," indicating that "the government supported the census procedures, because it represents a national and constitutional entitlement," noting that "the census will draw a development map for the government and subsequent governments and provide services and projects to citizens," noting that "the census data will be used for development and anticipating a better future for Iraqis and achieving a state of population stability."
Data Analysis
He stated that "the general population census is the collection, preparation, publication and analysis of demographic, economic and social data related to the population and their geographical distribution at a specific time, and this procedure will witness the imposition of a curfew and the prevention of movement between cities, districts, sub-districts and governorates, with the aim of ensuring citizens' participation in the census within their regions and determining their needs."
Development Sectors
The spokesman for the Ministry of Planning, Abdul Zahra Al-Hindawi, told Al-Sabah that “the population census will allow for drawing a comprehensive picture of the economic and developmental level in Iraq, through an integrated database that includes all the different development sectors through accurate data on individuals.” Al-Hindawi added that "this data, which will be collected through a questionnaire that includes a large set of questions, will form a multi-sector statistical information base, which will contribute to directing government policies more accurately and better.
Development activities
It is noteworthy that Abdul Aziz Al-Hassoun, a member of the Baghdad Economic Forum, said: "The population census represents the most important part of any plans or programs developed by the government, as it provides it with the ability to distribute development and reconstruction activities among all regions of the country, in addition to providing real indicators for distributing development projects among the various medium and long-term ranges, according to population growth rates, which usually need prior preparation to provide the requirements for raising their standard of living and social life."
Capital investment
Therefore, it is important to clarify that the main objective of the census is that it is the most important source of social and economic data for all countries of the world, as they can use the results of the census in drawing up general policies and developing strategies related to education, health, housing, and capital investment related to road and communications networks, developing public services, and development programs in general, in addition to enabling countries to distribute Budgets between administrative regions according to development needs.
