    5 Shiite blocs in Iraq, with 106 seats in parliament out of 329, agreed on Sunday evening to nominate Mustafa al-Kazimi, the current head of intelligence, as a substitute for Adnan al-Zarfi, who is charged with forming the government.

    Hamid Maalah, a leader in the National Wisdom Movement, said, "A meeting was held this evening at the home of the President of the Alliance of Al-Fath Hadi al-Amiri, which included the coalition of the rule of law, the stream of wisdom, and the national approach blocs and virtue."

    He added: "It was agreed during the meeting that Al-Kazemi was nominated to head the government instead of Al-Zarfi, and we will send a request to the President of the Republic, Barham Salih," without clarifying the legality of this.

    The Al-Fateh coalition (48 deputies), the State of Law coalition (26 deputies), the National Wisdom Movement (19 deputies), Al-Fadila (5 deputies), and the National Approach (8 deputies) own.

    Mustafa al-Kazemi, an independent who is not affiliated with any political party, assumed the position of head of the National Intelligence Service in June 2016, during the period of Haider al-Abadi’s tenure as prime minister, and he is still in office.

    Last March, the Iraqi president, Adnan al-Zrafi, was assigned to form a government, after the Shiite parties failed to present a candidate within the constitutional deadline of 15 days, after the former Prime Minister-designate Muhammad Tawfiq Allawi stepped down, after failing to persuade the Sunnis and Kurds to support his cabinet and his government program.

    The popular movement forced Adel Abd al-Mahdi's government to submit its resignation in early December 2019.

    Al-Zrafi is a leader in the "Alliance of Victory", which is led by former Prime Minister Haider al-Abadi, and is known for his positions rejecting international interventions in Iraqi affairs, including Iranian ones.

    Al-Nasr has 42 seats in Parliament, but Al-Zarfi also enjoys the support of the majority of the Sunni forces, led by the "Iraqi Forces" coalition (about 40 seats) led by Parliament Speaker Muhammad Al-Halbousi, while the Kurds (about 56 seats) have not announced their position yet.

    For the government to obtain the confidence of Parliament, an absolute majority (50% + 1) is required for the number of members present (not the total number) to grant confidence, but its chances in light of the escalating opposition seem difficult.
