    Reports and press leaks revealed yesterday evening Wednesday, that the Prime Minister-designate, Adnan Al-Zorfi, decided to withdraw from the formation of the next Iraqi government, while sources indicated that “at 11 am today, Thursday, the Iraqi President of the Republic, Barham Salih, will assign Mustafa Al-Kazimi the presence of Shi’ite, Sunni and Kurdish blocs ”
    However, the victory bloc to which Al-Zarfi belongs, implicitly denied the intention of Al-Zarfi to withdraw.
    The deputy for Al-Nasr Taha Al-Defai said, "The person in charge of forming the government, Adnan Al-Zarfi, is waiting for the parliament to determine the session of granting confidence to his government and is going ahead with its formation."
    Al-Defai asserted that "the Shiite forces offered Al-Zarfi through the intermediaries to withdraw from forming the government in exchange for a high position, but Al-Zarfi rejected that and confirmed his continued assignment."
     
    Is Al-Zrafi's apology a failure?
    Legal expert Ali Al-Tamimi revealed that Al-Zarrafi's apology is not a failure, and that is why we are still in Article 76 of the constitution.
    Al-Tamimi said in an interview with “Yas Iraq” that “Al-Zarrafi's apology during the 30-day period granted to him according to Article 76, paragraphs two and four of the constitution is not considered a failure because he retreated by individual will and is not a result of a failure in the inability to provide the ministerial curriculum or cabinet cabinets nor Even the lack of confidence in Parliament is a diplomatic apology, far from failure. ”He added:“ Therefore, we are still in the fifth paragraph of Article 76 of the Constitution, which according to this premise allows the President to appoint another candidate. ”
    He added that "the President of the Republic is still free to choose as long as the interpretation of the Federal Court No. 29 of 2020 is effective and has been given to the President of the Republic the freedom to choose without committing to the largest bloc."
    He indicated that "the person responsible to succeed Zarfi is the candidate of the last opportunity mentioned in paragraph 5 of Article 76 of the Constitution, and if he fails, the administration of the country will be transferred to the President of the Republic according to Article 81 of the Constitution."
