    Yesterday, Tuesday, Ahmed Mulla Talal, a spokesman for the Prime Minister, considered the withdrawal or closing of any diplomatic mission for any country that it would have catastrophic repercussions on the entire region, while he confirmed the arrest of a number of rocket launchers and the arrest of 19 officers and security officials.  
    "The withdrawal or closure of any diplomatic mission for any country will have catastrophic repercussions on the entire region," Mulla Talal said in a press conference. "The prime minister also affirmed the refusal of Iraq and his government to turn the country into an arena of conflict between America and Iran."  
    Mulla Talal added, "Al-Kazemi confirmed that Washington and Iran support this Iraqi position," noting that "the prime minister emphasized that the decision for war and peace is the exclusive prerogative of the Iraqi constitutional institutions."  
    Mulla Talal said, "Al-Kazemi confirmed that there is no occupation in the country now, and that the coalition forces came at the request of previous Iraqi governments."  
    He pointed out that «Al-Kazemi informed the ministers about the government's efforts for the security of diplomatic missions», pointing out that «the prime minister confirmed that the government has taken numerous measures to secure diplomatic missions».  
    "The government is happy to support the ambassadors of the European Union to Iraq," the prime minister's spokesman said.  
    Mulla Talal announced that "the Council of Ministers decided to amend the legal text on the promotion of doctors to higher ranks," stressing that "additional allocations amounting to 50% of the nominal salary include regular and senior resident doctors."  
    He revealed «Cabinet approval of the draft health insurance bill and referred it to Parliament», pointing out that «Cabinet approves the draft law on financing the fiscal deficit and refers it to Parliament».  
    Mulla Talal revealed that "the security forces arrested a number of the rocket launchers," noting that "19 security officers and officials who fired rockets from the partitions of their previous responsibility were arrested."  
    Mulla Talal stated that "oil imports are not sufficient to secure salaries," stressing that "there is no transfer to the 2020 budget or merge it with 2021."  
    He continued, "The law of financing the fiscal deficit does not cancel the budget," announcing "the arrest of more than 20 officials on charges of financial and administrative corruption."  
    In turn, the Council of Ministers voted in its regular session, Tuesday, on a number of decisions, while listening to a comprehensive presentation by the Minister of Health on the latest developments in preventive measures from the Corona pandemic.  
    The Council’s Media Office stated in a statement, which «People» received a copy of, (29 September 2020), that «the Council of Ministers held, today, its regular session chaired by the Prime Minister, Mustafa Al-Kazemi, where the Prime Minister gave a presentation on the conditions and challenges facing the country. And the government’s plans and moves to confront it. ”  
    The statement indicated that «the council listened to a comprehensive evaluation and presentation by the Minister of Health on the latest developments in preventive measures from the Corona pandemic, and an indication that the efforts of health personnel and pushing citizens to adhere to preventive measures have resulted in a decrease in death rates among the total number of injured».  
    The statement continued, "The council listened to a comprehensive briefing on the reality of the electric power network presented by the Minister of Electricity, which included the latest efforts of the Ministry of Electricity in overcoming the symptoms of production and distribution, in order to reach an ideal service for the citizen."  
    The Council discussed the paragraphs presented on its agenda, and took decisions related to them, including:  
    1- The legal department in the General Secretariat of the Council of Ministers prepares a project to amend the legal text for the following:  
    First - Amending the legal text on promoting doctors to higher ranks.  
    Second - Granting additional allowances of 50% of the nominal salary as a result of the Corona pandemic, including resident doctors, regular and senior. It shall be implemented from 1- 1-2021. (Senior resident, rotating resident, board student).  
    Third - Amending the legal text related to Article 80/3 of the Public Health Law No. 89 of 1989.  
    2- The Health Insurance Law was approved and referred to the House of Representatives, based on the provisions of Articles 61 / Clause First, and 80 / Clause Three of the Constitution, taking into consideration the opinion of the General Secretariat of the Council of Ministers confirmed under the memorandum of the legal department of the number D / S 2/2/ None. On September 24, 2020.  
    3- To vote to approve the draft law on financing the fiscal deficit, and to refer it to the House of Representatives.  
    4- Approval of the recommendation of the Ministerial Council for Energy, No. 26 of 2020, according to the following:  
    Agreeing to exclude materials imported for the purposes of the Rumaila Investment Power Plant project from the local protection fee, according to the mechanism provided for in the Customs Tariff Law No. 22 of 2010, and according to tables and documents clearly prepared by the Ministry of Electricity, based on the provisions of Article 17 / Second of the Investment Law No. 14 of 2006 amended, and the letter of the General Secretariat of the Council of Ministers, Q / 2/1/20/22376.  
    5- Approval of the recommendation of the Ministerial Council for Energy, No. 42 of 2020, according to the following:  
    Approval of the proposals proven in the Ministry of Electricity’s book 29799 on 9/9/2020 regarding addressing bottlenecks in the summer of next year, according to the economic feasibility and pricing mechanism approved by the Ministry of Electricity, with confirmation of the implementation of the Cabinet Resolution No. 55 of 2020.  
    6- The vote was also held on the draft law of the second amendment to the Political Prisoners Foundation Law No. 4 of 2006, according to the following:  
    First - The implementation of Cabinet Resolution 27 of 2020 will take place, starting on 11/1/2020. Fundamental legal measures are taken if it is proven that those covered by it receive any amount contrary to what was mentioned in the aforementioned decision.  
    Second - Approval of the Second Amendment Law of the Political Prisoners Institution Law No. 4 of 2006. And referring it to the House of Representatives based on the provisions of Articles 61 / Article I, and 80 / Article Three of the Constitution.  
    7- Endorsing the recommendation of the Ministerial Council for Social Services regarding referring (the residential investment complex in Al-Tajiyat, and the Al-Kateun residential complex in Diyala) to the National Investment Commission, for the purpose of announcing them in accordance with the conditions prepared by the Ministry of Construction, Housing, Municipalities and Public Works and completing all procedures while observing the rights of citizens.
