The President of the Republic, Barham Salih, and Prime Minister Mustafa Al-Kazemi are organizing an emergency meeting tonight, in preparation for announcing an agreement that “ends the financing crisis in the Kurdistan region.”
According to an informed source who spoke to “People” (December 11, 2020), “The President of the Republic, Barham Salih, and Prime Minister Mustafa Al-Kazemi are organizing tonight an emergency and expanded meeting that includes a number of officials and deputies from the federal and regional authorities.”
He continued, “Among the attendees – in addition to Saleh and Al-Kazemi – is the Vice President of the Kurdistan Regional Government, Qubad Talabani, who heads a financial and technical delegation from the Kurdistan region, in addition to the deputies of the Finance Committee in the Federal Parliament, and a number of relevant federal ministers.”
He added, “It is expected that the meeting will finalize an agreement to end the financing crisis in the Kurdistan region with the approval of all parties.” It is likely that important developments will be announced after the end of the meeting, which will be held at the home of the President of the Republic, Barham Salih.
According to the information, the high-level meeting will develop solutions to the problem of financing the Kurdistan region from the 2020 budget, in addition to discussing a mechanism for a solution to the financing problem in the 2021 budget.
The Kurdistan Regional Government’s delegation to Baghdad held a meeting with the Federal Parliamentary Committee in charge of dialogue with the region’s delegation.
In a statement received by “People” a copy of it (10 December 2020), the delegation stated that “the regional government delegation headed by Qubad Talabani, Deputy Prime Minister, met with the parliamentary committee formed for the dialogue between Baghdad and Erbil headed by Representative Muhammad Shiaa al-Sudani, to discuss and find an appropriate and constitutional solution to the problems between The regional and federal governments. ”
The statement added that “Qubad Talabani announced to the committee that the regional government has expressed its readiness to work in accordance with the constitution and the law and expressed its readiness to reach an agreement with Baghdad on the basis of the rights and duties stipulated by the constitution.”
The statement affirmed that “at the end of the meeting, the committee requested proposals and recommendations from the regional government delegation, to benefit from them in determining the rights and interests of the Kurdistan region in the 2021 budget.”
It is decided that the Parliamentary Committee will meet with the federal government during the next two days to develop a solution that is in the interest of both parties.
On Friday, a member of the leadership of the Kurdistan Democratic Party, Ali Awni, described the Sulaymaniyah demonstrations as “anarchism and overbidding.”
In a statement followed by People (December 11, 2020), Awni said, “The Sulaymaniyah protests are chaos and overbidding by people who define themselves as defenders of people’s rights in conjunction with the start of preparations for the Iraqi parliamentary elections.”
He added, “It would have been better for the protesters to direct anger and blame to the federal authorities, as they are the first responsible for cutting the region’s share of the financial allocations.” .
On Friday, Sulaymaniyah Governorate witnessed a security alert and massive deployment of security personnel at the entrances and main streets, following a call by activists to renew protests in what they called “Friday of Solidarity and Continuity”, while the checkpoints at the governorate’s entrances prevented 4 opposition MPs from entering the city.
The “People Kurd” correspondent (December 11, 2020) stated that the governorate witnessed since the morning hours, a security alert, and an intense deployment of security forces around the governorate building.
This followed a call by activists, through social media, and statements to launch large protests, to condemn the killing of several demonstrators during the past days.
The call was issued by a body that identified itself as representing the protesters, and was composed of former politicians and MPs, in addition to activists, university professors, and writers of journalists.
These members pledged, through a statement that “PeopleCord” received a copy of, that they would “not nominate themselves and not assume any position in the future.”
Dozens of military vehicles were seen deployed in the governorate’s streets, near the local administration building, in preparation for any upcoming protest.
In a related development, MPs in the region’s parliament stated that checkpoints prevented them from returning from Erbil Governorate towards Sulaymaniyah to participate in the upcoming protests.
The deputies said, “The security authorities prevented them from entering the governorate, while they were on their way back to the city, coming from the Erbil governorate, through the main entrance.”
In a later development, the lawyer and former deputy, Payman Jimmine, announced the arrest of a number of the organizers of today’s demonstration, including Abdullah Al-Malanouri, the former deputy and his colleague Sherko Hama Jimin.
In a live broadcast on Facebook, from one of the checkpoints, MP Ali Hama Saleh said, “Repression is the master of the situation now, and this type of judgment will not last for long.”
About 8 people have been killed so far in the December protests in Sulaymaniyah Governorate, including 5 university students and two racists, in about 15 towns, while the number of wounded exceeded 50 according to medical sources.
