    Controversy continues and rounds of negotiations between the central government in Baghdad and the regional government in Erbil over points of contention for resolving the general fiscal budget for 2021, as the government palace witnessed on February 18, a meeting between Prime Minister Mustafa Al-Kazemi and the Kurdish negotiating delegation headed by Qubad Talabani.

    The two sides affirm, according to official statements and statements, to ensure "a fair distribution of wealth among Iraqis without discrimination or differentiation, and in accordance with the Iraqi constitution and its principles," but they disagree on the mechanism for controlling oil exports and border crossings that are under the control of the Kurdish authorities.
    The federal government proposes to the region to hand over the oil file and ports in full in exchange for a budget that guarantees Kurdistan's dues, including salaries and basic expenses, or handing over 250 thousand barrels of oil per day to the national oil marketing company "SOMO" and half of non-oil imports, in order to resolve Articles 10 and 11 of the Budget Law.
    According to Ariz Abdullah, a leader in the Patriotic Union of Kurdistan, "the article currently in the 2021 budget regarding the region's share, which requires the delivery of 250 thousand barrels of oil to the federal government, is the best for Kurdistan, and it must be accepted provided that a time limit is set for it."
    Some political parties in the Federal Parliament reject this formula, according to Abdullah, who assures "Ultra Iraq", the need to reach "comprehensive agreements to ensure that these differences will not be repeated by legislating and activating the oil and gas law."
    The draft, which included the amendments of the Finance Committee, is subject to discussions in the Council of Ministers, with notes on some of the transfers and allocations drawn up by the Parliamentary Committee, according to MP for the wisdom movement Sattar Al-Jabri.
    Al-Jabri told Ultra Iraq that "the objections in Parliament relate to the region’s export of oil via the Ceyhan line to Turkey at prices that are 10 dollars lower than the global pricing. Therefore, Kurdistan must be obliged to follow an oil policy that is consistent with what the budget is drawn upon to pass it into Parliament as soon as possible."
    Article 10 stipulates in the draft general financial budget for the year 2021, that “dues shall be settled between the federal government and the Kurdistan region for the years 2004 through 2020, after the Federal Office of Financial Supervision, in coordination with the Kurdistan Regional Office of Financial Supervision, will audit them, as will the Federal Ministry of Finance starting from From the year 2021, by downloading the debt installments owed by the Kurdistan Region granted to it by the Iraqi Commercial Bank, and scheduling it over ten years.
    Article 11-second of the draft law obliges the Kurdistan Regional Government to deliver 250 thousand barrels of crude oil per day of crude oil produced from its fields, and to hand over oil and non-oil revenues to the state treasury exclusively.
    The Finance Committee calls, according to its latest statement, of the concerned political blocs to "expedite their discussions and reach an agreement on what was contained in the draft presented to it."
    She also talked about “some attempting to shuffle the cards and attacking their members,” stressing that “great efforts have been made to include all the rights of citizens, employees and non-employees, and workers in all sectors and for all components in the draft budget law at the level of certain segments, ministries or governorates to ensure the establishment of service and strategic projects and to include Rights of workers in the public and private sector. "
