"

His age is from 40 years and over, in addition to the members of the Capital Council with the rank of Deputy Minister, and that this council shall be oversight and legislative overseeing the work of the Baghdad Municipality, while the Mayor of Baghdad remains at the same degree, as the law indicated that the members of the Baghdad City Council or the capital shall be elected from Within the municipal boundaries of the capital defined by Law No. 60 of the Municipal Borders of Baghdad Governorate..
    He explained that, "Baghdad governorate is the most affected among other governorates as it is the capital, and the center interferes a lot in its work, which overwhelms the provincial council, while the Baghdad municipality must be an executive arm linked to the local government and its budget is decided by the governorate and its secretary and all its officials are appointed by the provincial council."
