The Regions and Governorates Committee that are not organized in the Parliament, postponed the approval of the Capital Law to the next parliamentary session due to the presence of more important laws that can be approved instead of this law.
Vice Chairman of the Committee Mahmoud Al-Kaabi said in a press interview, "Completing this law has been postponed to the next parliamentary session due to the presence of more prominent and important laws and there is no time to complete them," indicating that "postponing the law to the next parliamentary session is the best solution to come out with a sober law that can give both The capital and the province have their powers in order not to interfere in the future. ”
He continued, “The Municipality and the Governorate of Baghdad are currently operating with laws and powers that do not overlap, as the task of the first is to provide services while the administrative and security responsibility of the capital is from the mission of the province, and there is no intersection between them except for some issues that are sometimes the subject of controversy between The two institutions, including for the governorate to be the authority overseeing the work of the Baghdad Municipality, and it is the one that installs the Mayor of Baghdad after his election by the members of the Council, and this contradicts the Secretariat’s opinion in that, and that the candidate for the position of Mayor of Baghdad should have a bachelor’s degree at the very least. His age is from 40 years and over, in addition to the members of the Capital Council with the rank of Deputy Minister, and that this council shall be oversight and legislative overseeing the work of the Baghdad Municipality, while the Mayor of Baghdad remains at the same degree, as the law indicated that the members of the Baghdad City Council or the capital shall be elected from Within the municipal boundaries of the capital as defined by Law No. 60 of the Municipal Borders of Baghdad Governorate.
