{Local: Al Furat News} There are many and branching gaps raised by the Elections Law No. (9) of 2020, which was approved by the House of Representatives.
The useful summary.. In important news, you can find it in the Euphrates News channel on the telegram.. [You must be registered and logged in to see this link.]
One of the articles of the aforementioned law has raised a new controversy and is related to the abolition of the “good conduct” requirement for candidates for the upcoming elections, meaning that it is permissible to run even if the candidate does not meet this condition, and the law did not prevent those who committed a crime of integrity (financial or administrative corruption). From running for elections in accordance with Article (8) of this law.
A member of the Parliamentary Legal Committee, Hussein Al-Aqabi, confirmed in a press statement, that "there is a legal problem in the Elections Law No. (9) of 2020, and it is summed up in the fact that the law does not include that the candidate be of good conduct and behavior, and this is an important issue.
Al-Aqabi attributed this defect to the fact that "the law was enacted hastily and it contains many loopholes that need to be reconsidered, and one of these loopholes is the lack of a requirement that the representative of the people enjoy good conduct and behavior, and the phrase that (not be convicted of a felony). or a misdemeanor involving moral turpitude) did not love you in a legal and sound manner, so these problems are valid and significant in relation to issues of financial and administrative corruption.
The former head of the Electoral Commission and an expert in electoral affairs, Adel Al-Lami, said, “Elections Law No. (9) stipulated in one of its articles that one of the conditions for the voter is that he has not been convicted of a crime or felony involving moral turpitude, or has been enriched at the expense of public money.
He pointed out that "some bodies deal with legal articles and their penalties within financial and administrative corruption as ordinary misdemeanors and do not fall into this classification. They are not included in crimes that prevent participation in the elections, and there are other crimes that are not against honor, but they are against their biography and behavior and were not mentioned or stipulated in it." He called for a review of more than 30 articles in the election law, including the issue of multiple districts, "provided that the amendments do not prejudice the election date scheduled for 10/10."
