[size=45]Yesterday, Wednesday, the Finance Committee in the House of Representatives mortgaged the budget to the fate of the elections, pointing out that holding them on time would make passing the law impossible and would be postponed to the next session, calling on the current government to proceed with formulating and materials commensurate with the current economic circumstance.[/size]
[size=45]Despite the passage of 8 months of this year, the committee accuses the government of not implementing the current year's budget due to appealing a number of its articles before the Federal Supreme Court.[/size]
[size=45]Member of the committee, Representative Jamal Kougar, said in a statement to Al-Mada, “The decision to hold the early elections on their scheduled date should be decided no later than the first of next September in order to determine our paths in dealing with the budget.”[/size]
[size=45]Cougar added, "The current disputes and the accompanying tug of war will lead in their entirety to the continued disruption of Parliament sessions and the failure to pass important laws, foremost of which is the budget."[/size]
[size=45]He pointed out, “Parliament will have two cases, the first of which is not to postpone the elections, and to keep their scheduled date on the tenth of October, and this means that the 2022 budget will be carried over to the next session, while the current government will prepare the preliminary formulations in the hope that the subsequent government will complete steps".[/size]
[size=45]And Cougar stated, "The second case that we will face is to postpone the elections to another date, at which time we believe that Parliament will be able to legislate the budget."[/size]
[size=45]He explained, "Any further postponement of the elections would exceed February of next year, and therefore we will have plenty of time, perhaps until the end of the current session in accordance with the specified constitutional terms, and then we will legislate the law in a manner commensurate with the current economic situation."[/size]
[size=45]Cougar believes, "The statement that political divisions will continue even with the postponement of the elections is true, but Parliament, in turn, will continue its work to legislate important laws under pressure from the Iraqi street, and one of the most important of these laws is the budget."[/size]
[size=45]Cougar stressed that "the current delay is the elections and the start of media campaigns and preoccupation with them by the nominated representatives, and any new postponement will negate the reason for this disruption."[/size]
[size=45]He hopes, that “the government will complete the project as soon as possible and send it to Parliament,” and advised not to “repeat the scenario of what happened in the current year’s budget, as we reached the project in mid-February, and it faces two complicated issues, namely the price of a barrel of oil on the one hand, and the stabilization of the dollar exchange rate on the one hand.” other.”[/size]
[size=45]Cougar added, "The whole issue is related to holding the elections or not, but despite that, the government must carry out its tasks, especially in preparing the budget bill, until the last day of its life and send it to Parliament."[/size]
[size=45]For his part, the Rapporteur of the Committee, Ahmed Al-Saffar, stated in a statement to (Al-Mada), that “the current parliament will not be able to approve the budget if the elections are held on time, due to the lack of time.”[/size]
[size=45]Al-Saffar added, "The current government, as soon as the Parliament is dissolved, according to its decision on the seventh of next October, will turn to the discharge of daily tasks, and according to the law, it does not have the right to present draft laws, especially those related to financial aspects."[/size]
[size=45]He pointed out that "the constitutional timings related to the formation of the next government require about four months between holding the elections, challenging them and approving them, as well as the issue of assigning the candidate to head the government until presenting the ministers and voting on them with the curriculum."[/size]
[size=45]Al-Saffar indicated that "this process will be accompanied by other tasks for Parliament before it exercises its legislative and oversight functions, represented in choosing a president, first and second deputy, electing the president of the republic, and forming committees, and all these procedures need time."[/size]
[size=45]He stressed, "the importance of the government submitting a budget in a manner that is commensurate with the current economic and financial circumstance, and that it does not incur new consequences for the people, as happened this year."[/size]
[size=45]Al-Saffar concluded, “The financial budget for the current year will end on December 31, after which the application of the Financial Management Law will be resorted to, which is to provide a monthly financial allocation according to what has been set in the current budget.”[/size]
[size=45]The Finance Committee had revealed earlier that the government had formed a committee to prepare the budget law for the next year, with the hope of submitting the project to Parliament next October, according to the date stipulated in the Financial Management Law.[/size]
