Al-Halbousi and Al-Khanjar meeting: forming joint committees and postponing the sharing of positions

Baghdad/ Firas Adnan
A meeting of the two poles of the Sunni component in the political process, “progress” and “determination”, focused on discussing issues related to the liberated areas, and ended with the formation of joint committees that hold meetings after selecting their members, but did not address the distribution of positions and most importantly, he did not witness agreement on the candidate for the position of Speaker of Parliament.
During the past few days, there was talk of a rapprochement between “progress” and “determination,” with the hope of forming a united Sunni front that would enter into the government’s negotiations, with each of them insisting not to go to the opposition.
The leader of the Progress Alliance, Ahmed Abdullah Al-Jubouri, said in an interview with Al-Mada that "a delegation from the Progress Alliance headed by Muhammad Al-Halbousi visited yesterday, Saturday, the Azm Alliance, headed by Khamis Al-Khanjar."
Al-Jubouri added, "The attendance included a number of leaders of the two alliances. As for the conversation, it was about files of common interest, such as the displaced, the reconstruction of liberated areas, security and community reconciliation."
He stressed, "The discussion also touched on the current election law, and what problems appeared during the polls in the Sunni and mixed governorates."
Al-Jubouri pointed out that "the two alliances decided to form coordinating committees, similar to the committees formed by the rest of the blocs, because we are facing an important stage, which is the election of presidencies and the formation of the government."
And he stated, "The meeting took place at two in the afternoon, followed by a lunch, and the atmosphere was positive and looking for the general interest of Iraq, and there were no differences of viewpoints."
Al-Jubouri denied, "to address the names of the candidates for the three presidencies, especially the issue of who will be nominated by the Sunnis to the position of Speaker of Parliament, as well as the rest of the positions in the next cabinet."
And he asserts, that “the dialogue was limited to problems in the liberated areas.” As for the formation of the committees, al-Jubouri said, “As far as the alliance of determination is concerned, he will choose the members of these committees according to the rules of procedure and after a round of discussions between the forces forming the coalition.”
Al-Jubouri revealed, "There is a desire among some political forces to visit the Azm coalition during the next two days," stressing that "the most prominent person who will visit is the leader of the State of Law coalition, Nuri al-Maliki."
And he stated, "Dialogue is very important, and contributes to reaching common grounds and thawing the ice. It is not in the interest of any political bloc that differences persist."
Al-Jubouri warned, “My coalitions of progress and determination confirmed that the presence of two parties representing the Sunni component in the political process is normal and consistent with the current reality, and therefore there is no single coalition that represents all the blocs of the component, whether Shiite, Sunni or Kurdish.”
Al-Jubouri went on to say that "the presence of an alliance of progress and another named Azm is a natural, positive and healthy state that is consistent with the direction of the stage in achieving the upcoming constitutional benefits."
The Azm Alliance had announced earlier that a number of winners had joined its membership, bringing the total to 35 deputies, while its leader, Khamis al-Khanjar, was authorized to negotiate on his behalf.
Sources from within Azm say that the coalition intends to nominate former Defense Minister Khaled al-Obeidi for the position of Speaker of Parliament, after winning a judicial decision in the elections.
Despite this, Taqadud still leads the elections for the Sunni component, with 37 seats, according to the final results announced by the commission at the end of last month.
Prior to the meeting, the leader of the Azm Mishaan al-Jubouri alliance published a picture of him with al-Halbousi, which indicated a rapprochement with al-Khanjar in the coming days.
Sources close to the Taqaddam coalition told Al-Mada that "Al-Halbousi aims to unify the Sunni position before entering into negotiations to form the government, and these dialogues and meetings come to strengthen his position." And the sources added, "The Sunni forces are almost in agreement today to renew Al-Halbousi by nominating him to the position of Speaker of Parliament again, as he succeeded in the first session."
He explained, "The talk of a determined coalition about submitting Khaled al-Obeidi to the position of Speaker of the House of Representatives will not be accepted by other parties, given the good relations that al-Halbousi enjoys, and that the Alliance of Progress is the winner of the most number of seats in the Sunni provinces."
And the sources concluded, that “talking about the distribution of positions is premature at the present time, because today we are waiting for the approval of the Federal Supreme Court on the results, and after that we enter into negotiations to form a government and we will not be part of the opposition.”
The meetings come inside the Sunni political house, days after similar meetings that took place between the coordination framework and the Sadrist movement, which threatens the return of sectarian alignments and the formation of a consensual government again.
