    [size=45]Yesterday, Saturday, Finance Minister Ali Abdul-Amir Allawi failed to attend a meeting called by the Deputy Speaker of Parliament, Hakim Al-Zamili, under the name of “Summoning”, to discuss the repercussions of raising the dollar exchange rate. Al-Zamili had sent a letter to the Minister of Finance and the Governor of the Central Bank, requesting their attendance at a meeting in the House of Representatives in response to proposals made by the leader of the Sadrist movement, Muqtada al-Sadr in this regard.[/size]
    [size=45]Al-Zamili said in the session, whose attendance was limited to Central Bank Governor Mustafa Ghaleb Mikheib, and followed by (Al-Mada), that “Parliament does not have a personal problem with the Minister of Finance, but there are a set of questions we would like to ask him regarding a problem that Iraqis have suffered.” Al-Zamili called for “issuing a travel ban against Allawi,” blaming “the Ministry of the Interior and the Intelligence who are at the airport responsible for implementing it, until he completes the requirements for his attendance at the House of Representatives to answer questions, after which he has the right to resign or stay,” and revealed the desire of “Parliament to hold a session.” emergency in the middle of this week for questioning.”[/size]

    [size=45]Al-Zamili stated, “The Central Bank is an independent body under the supervision of the legislative authority, and we are responsible for following up on fiscal policy.”[/size]
    [size=45]Al-Mada obtained a document for Zamili addressed to the Public Prosecution, requesting a travel ban on the Minister of Finance on the grounds that there are charges against him. Parliamentary sources told Al-Mada that "the Minister of Finance sent an official letter in which he was unable to attend and demanded that another date be set, and he requested a vote on whether to grant him confidence or not."[/size]
    [size=45]Prior to that, a message was leaked about Allawi and addressed to Prime Minister Mustafa Al-Kazemi, in which he spoke of what he considered violations in summoning him in Parliament, stressing his willingness to appear before the representatives of the people, and defending the decisions to change the exchange rate.[/size]
    [size=45]For his part, spokesman for the Al-Fateh Alliance, Mahdi Al-Shiblawy, said in a statement to (Al-Mada), that "there are blocs that supported raising the price of the dollar and voted on it within the budget law for 2021."[/size]
    [size=45]Al-Shiblawy added, "The citizen has suffered from this decision, and those blocs have reverted from their previous decision and are trying to avoid it and hold the Minister of Finance responsible."[/size]
    [size=45]He pointed out, "The economy has rebounded at the present time as a result of the rise in the price of oil, and therefore there is no justification for the dollar's price to remain unchanged, which left its negative effects on the Iraqi citizen."[/size]
    [size=45]Al-Shiblawy pointed out that "the large number of current revenues helped fill the shortfall that the public treasury was suffering from," stressing that "the summons to any minister is within the authority of the Speaker of Parliament, through an official letter, and the meeting is held in front of all members of Parliament."[/size]
    [size=45]He explained, "The accountability of any official should be in accordance with the constitutional and legal contexts, because we should strengthen legal experiences and not build our positions on emotional or partisan foundations." Al-Shiblawy believes, "The Minister of Finance's refusal to attend is normal, and he did not violate the legal contexts, and the parliament's presidency should have consulted on the action taken and put together a set of questions to be directed to him." He went on to say, “there were comments on the minister, and we were among the most opposed to his work mechanisms, but this should not push the parliament or its presidency to take illegal measures against him.”[/size]
    [size=45]Al-Shiblawy went on to say, "The street wants Parliament to play a real role within the constitutional and legal contexts, and to restore the exchange rate not through a single session, but by following the correct procedures."[/size]
    [size=45]In turn, the economic expert, Jalil al-Lami, stated that "what al-Sadr called for regarding changing the exchange rate has come in time to answer several questions, especially since there is talk in the street that the Sadrist movement is responsible for devaluing the Iraqi dinar."[/size]
    [size=45]Al-Lami added, "The street needs to know the position of those responsible for monetary and financial policy in Iraq and the reason for sticking to the current exchange rate."[/size]
    [size=45]And he noted, "The decision to change came in an urgent and unthought-out manner, as a result of the economic crisis that Iraq and the world were exposed to after the drop in oil prices at the time and our inability to provide salaries." Al-Lami concluded, "The situation has changed after the economic improvement, and therefore there is a need to reconsider the previous position in proportion to the current situation." Most observers call for a review of the dollar's exchange rate, but in a gradual manner that does not allow for the creation of a new economic problem.[/size]
