    Today, Monday, the Federal Service Council set two conditions for releasing appointments, while clarifying the paragraph related to contracts.
    And the director of the legal department in the council, Salman Ghadban Hassan, told the Iraqi News Agency (INA), that "releasing appointments requires two issues: the first provides the job rank, and the other is the financial allocation." 
    He added that "the Ministry of Finance has issued circulars, according to which the exchange is 1 over 12 and no new allocations are added, so the issue of financial allocation to the new degree becomes unavailable, unless the allocation is from the Ministry and this also cannot be achieved unless an official letter is issued by the Ministry of Finance Or the entity requesting the appointment that it has a financial allocation for this degree.
    He pointed out that "it is not possible to make an appointment by providing the job grade without the financial allocation, so the two conditions must be met in the appointment," noting that "the service council did not stop the appointments, but is waiting for the financial allocation for job grades." 
    Regarding contracts, Hassan explained, "The Council did not stop the appointments of contracts, since Article (61 in the 2021/b budget) required the departments to raise their contract needs with the financial allocations available to them to create degrees for them by the Council of Ministers." 
    He continued, "The development of grades comes from the Council of Ministers, not from the Federal Service Council."
