    [size=45]A high-ranking official in the Ministry of Housing and Construction stated that major maintenance works are currently underway at the entrances to Baghdad, stressing that this year will witness the opening of a main corridor that will reduce the momentum on the southern side of the capital, estimating the volume of projects to establish and develop external roads in all governorates at about 1.5 trillion dinars.[/size]
    [size=45]The Director General of the Department of Roads and Bridges in the ministry, Hussein Jassim Kazem, said in televised statements that were followed by (Al-Mada), that "our work is focused on external and highway roads outside the boundaries of the Baghdad Municipality and the municipalities in the provinces."[/size]
    [size=45]Kazem continued, "The maintenance work stopped between 2013 to 2020; Because of the financial and security crises, as well as the Corona pandemic, this has led to the disruption of maintenance budgets.”[/size]
    [size=45]He pointed out that "the department resumed its work during the past two years in carrying out maintenance work that covered most of the governorates."[/size]
    [size=45]Kazem spoke about "there are more than 100 working projects at the present time, including the construction of secondary lanes to accommodate vehicles and maintenance work for roads whose design life has expired."[/size]
    [size=45]And he stated, "The achievement rates that have been achieved are high, and the value of the projects carried out by our department is estimated at more than one and a half trillion Iraqi dinars, distributed over more than 120 projects that included all governorates except for the Kurdistan region."[/size]
    [size=45]Kazem stated, "The ministry hopes to complete more than ten important projects during the current year, most notably Al-Dora Al-Youssefia Road, which connects the capital, Baghdad, and forms another southern outlet, and will be an important tributary in relieving the bottlenecks on the southern side of the capital."[/size]
    [size=45]He noted, "The work also includes the entrances to Baghdad from Basmaya and Kirkuk, and these two projects fall within the work of our department according to the Diwani order on the entrances, where the work was divided between our department and the province."[/size]
    [size=45]And Kazem added, "The area that extends within our jurisdiction with regard to Basmaya Road, is the extension from the gate of the residential complex to the Al-Rustumiya Bridge on the Diyala Bridge, after which the mission of the Baghdad Municipality begins."[/size]
    [size=45]He added, "The roads in which maintenance work is carried out, the competent authorities put warning and guiding signs on the work areas, but we suffer from the absence of traffic patrols and the accountability of violating drivers because the design speed in those areas should not exceed 70 km per hour."[/size]
    [size=45]Kazem continued, "The start at the entrance to Baghdad Basmaya was last October, and the project duration is a year and a half, and work is currently proceeding according to the program prepared for it."[/size]
    [size=45]He continues, "The project includes very large works, including the construction of another bridge over the Diyala River that will accommodate the number of vehicles to relieve traffic congestion, and there are five other bridges (superficial) with the expansion of the main road and the establishment of service roads."[/size]
    [size=45]Kazem expressed his regret over the "existence of abuses that prevent and hinder some of our work, but we are proceeding with the implementation of the project within the specified times."[/size]
    [size=45]He also said, "The money collected for roads and bridges is in dispute between our ministry and the Ministry of Finance," adding that "the Ministry of Housing addressed the Ministry of Finance to implement Law No. (40) in force, according to which the fees imposed on vehicles were distributed between our department at 55% and the Capital Municipality. by 20%, and municipalities in the governorates by 25%.[/size]
    [size=45]Kazem added, "The Ministry of Finance, since the legislation of the law in 2015 until the present time, has refrained from paying the amounts to the relevant authorities for saying that these funds go to the general budget, which is an allegation that violates the law."[/size]
    [size=45]And he stressed, “The specifications that we work with on roads and bridges are derived from American and British specifications, and all work is subject to laboratory tests. across the network.[/size]
    [size=45]Kazem concluded, “We went to develop Iraqi specifications by contracting with specialized companies and international consulting offices, and what counts for us is the introduction of materials into the asphalt mixture to increase its tolerance, and it has been circulated in all our projects and has proven to be highly successful.”[/size]
    [size=45]It is noteworthy that the entrances to the capital, Baghdad, and the external road leading to it suffer from significant damage, resulting in traffic accidents and continuous loss of life and material damage to the wheels.[/size]
