    Observers of the political affairs saw that the current dispute between Parliament Speaker Muhammad al-Halbousi and his first deputy, Hakim al-Zamili regarding the term (the Presidency of Parliament) and the resulting powers and mechanisms, is the first real shock to the “triple alliance” existing between the Sadrist bloc and the Kurdistan Democratic and Sovereignty Alliance. .
    The researcher in political affairs, Nabil Jabbar Al-Ali, said in an interview: “I think that the Triple Alliance is subjected to the first political shock, but I believe it will be able to overcome it, by conceding the Sadrists in favor of al-Halbousi and adopting (the Speaker of Parliament) as an alternative to (the Presidency of the Council), which the Sadrists wanted from them. Partnership in decision-making with Al-Halbousi.”
    He pointed out that "Al-Halbousi took advantage of the failure of the second session to choose the president of the republic and tried to impose his political will by pressure on the Sadrists, but it is unlikely that the alliance will disintegrate so quickly," adding, "It is possible that points of separation may occur between the parties within the coalition."
    Al-Ali suggested that “independent parties within the Sovereignty Alliance led by al-Halbousi, or small parties within the coalition, seek to end their joining it, and may seek to find any problem and disagreement to justify themselves moving to the second bank.”
    In turn, the head of the deans of law committees in Iraq and the dean of the College of Law at the University of Babylon, Dr. Miri Kazem al-Khikani, said in an interview: “During the past hours, circulars were received from the Speaker of Parliament and a reply from his first deputy, and this falls within the legal dispute regarding the so-called (presidential body). The House of Representatives),” noting that “when referring to the decision of the Federal Supreme Court dated 12/2/2010 No. 87 on the occasion of the House of Representatives request to interpret the text of Article 55 of the Iraqi Constitution, which states that the House of Representatives elects in its first session a president, then a first deputy and a deputy.” Secondly, by an absolute majority of the number of council members by direct secret election.
    He pointed out that “the term (the Presidency of the House of Representatives) was mentioned in the House of Representatives’ internal system, and it consists of the Speaker and his two deputies.

    Al-Khikani concluded by saying: “Therefore, there is no constitutional existence of the so-called (the Presidency of the House of Representatives), but there is a Speaker of the House of Representatives, a First Deputy and a Second Deputy, and I think that from a legal point of view, the distribution of tasks and powers is linked to the internal system of the House of Representatives and does not require all this disagreement. that threatens the work of the Council.”
    News agencies and media outlets have dealt in detail during the past two days with statements and internal circulars in the House of Representatives between Parliament Speaker Muhammad al-Halbousi and his first deputy, Hakim al-Zamili. While the First Deputy responded to Al-Halbousi with a circular confirming that the authority to supervise and control all employees and workers in the General Secretariat of the House of Representatives is entrusted to the Presidency of the Council.
