     Baghdad: Huda Al-Azzawi

Nearly 21 months after the first warning statement issued by the Central Bank of Iraq regarding denying the existence of the so-called “frozen Libyan dollar” and warning against the pages promoting it as a counterfeit currency, the bank came back again to warn citizens against falling into the trap and deception of counterfeiters who claim to deal with this currency, The bank's new statement raised unanswered questions about the effectiveness of its measures to limit the promotion of this counterfeit currency and the extent to which the specialized authorities were able to curb its spread on social media pages over the past period.
In this regard, the advisor of the Association of Iraqi Private Banks, Dr. Samir Al-Nusairi, explained in an interview with “Al-Sabah” that “the Central Bank statement issued last Wednesday, in which it indicated the absence of the so-called (Libyan dollar), came as confirmation of a previous statement issued in July 2020, who also confirmed that what is being circulated on social media platforms about the Libyan currency is nothing but fraud and forgery attempts with the aim of exchanging counterfeit currencies.
And he indicated that "what is being circulated comes within the attempts to influence the financial and banking system in Iraq, which is the monetary authority to maintain the Iraqi dinar exchange rate with the corresponding US dollar," and pointed out that "this authority was able to protect the financial system in Iraq since 2003 until now, Although the Iraqi economy has gone through major crises and challenges focused on two economic and financial shocks that occurred in 2020, the Central Bank was able to largely bypass them by controlling the market to ensure stability in the monetary system.
While the expert in economic affairs, Nabil Jabbar Al-Ali, pointed out in an interview with “Al-Sabah” that “reducing the spread of widespread fraud by selling counterfeit foreign currency under the umbrella of (frozen dollars or Libyan dollars) is one of the duties of the competent security services, and is also done with the help and [You must be registered and logged in to see this link.] of the Bank. The Central Bank, through which it is possible to obtain information and statistics on the volume of those funds, based on the volume of complaints submitted by bankers and currency dealers associated with the Central Bank.
And he indicated that "reaching fraudsters is not a difficult process, as the fraudsters usually try to reach the largest number of buyers, and through criminal tracking of the promoters, it is possible to smoothly reach the networks promoting those currencies and arrest them, especially since a large number of them use social media to promote and target victims."
And again, during the past weeks and months, the pages promoting the so-called "frozen Libyan dollar" came back with force, and through monitoring through investigative methods, it was found that there are several people who manage accounts in the capital, Baghdad and the Kurdistan region, to work as intermediaries to sell this suspicious currency for half the value.
Although "Al-Sabah" communicated with the media center of the Central Bank of Iraq to raise several questions of interest to citizens, the bank chose not to answer or cooperate in this regard.
Al-Sabah had published a report in October of 2020, in which the former commander of the Falcons Intelligence Cell, "Abu Ali Al-Basri", denied the existence of the so-called Libyan dollar.
The promoters of this trade claim that they have millions of dollars that came out of Libyan banks during the fall of the regime of President Muammar Gaddafi and reached many countries in the region with weak monetary control, stressing that “the money is safe, but it is frozen only because it is serialized in numbers that do not fall within banking operations.”
