[size=21]Today, Thursday, the General Secretariat of the Council of Ministers announced the start of preparing the sites to start the second phase of the school building project, which includes the construction of 3,000 schools.
A spokesman for the General Secretariat, Haider Majid, said in a statement, "The Higher Committee for School Construction was formed under the chairmanship of Prime Minister Mustafa Al-Kazemi, and the Committee issued Resolution No. (2 of 2020) regarding the construction of (1,000) model schools, within the framework agreement (Iraq - Chinese)".
He added, "The committee, headed by the Secretary-General of the Council of Ministers, held many meetings and meetings, in order to develop an appropriate plan for preparing model designs for establishing schools."
Majid noted, "The Secretary-General of the Council of Ministers directed the National Center for Engineering Consultation in the Ministry of Construction, Housing, Public Works and Municipalities, to develop the best model engineering designs for buildings, to be in the ranks of global models, and the designs included two-storey school buildings, each building containing five additional halls. For laboratory and electronic studies and a meeting room, with an area of (3000) m2 for each building, as these designs and spaces are used for the first time in Iraq.
And he continued, "The Higher Committee for School Construction approved and approved four models, with capacities (12, 18, and 24) rows, and an executive management for the project was formed, headed by the General Secretariat of the Council of Ministers, through the Department of National Projects and School Buildings."
He pointed out that "the General Secretariat of the Council of Ministers directed the governorates to provide the committee with areas of ready-made plots of land, for the purpose of initiating the field survey process and preparing them for the project."
Majid indicated that "the committee, headed by the Secretary-General of the Council of Ministers, held many bilateral meetings and meetings with the Chinese side, which lasted for six months, in order to determine the selection of sober companies that have long experiences in the field of construction and construction."
He stressed that "the Council of Ministers approved the recommendations of the Higher Committee for School Construction, and referred the implementation of the project to the two Chinese companies ( Power China ) and ( Sinotec ) under Cabinet Resolution No. 386 of 2021, and the executive management of the project is working under the supervision of the Secretary-General of the Council of Ministers, to prepare the draft. The final contract, for the purpose of signing it, and then handing over the sites to the two mentioned companies, for the purpose of starting the project, after preparing all the administrative, technical and legal procedures, and preparing the engineering and technical staff that will contribute to supervising the work stages and completion rates, in coordination with the relevant authorities.
He pointed out that "15 contracts were signed to establish (1,000) model schools, under the patronage of the Prime Minister, in the presence of the Secretary-General of the Council of Ministers, executive management and representatives of the executing companies, on Thursday 16/12/2021, and the contract was signed by the Iraqi side, Director of the executive management of the project, and representatives of the two implementing companies on the Chinese side.
And he added, "The executive management has begun handing over work sites and building designs in various provinces to the Chinese implementing companies, and the company has carried out the process of fencing the plots of land in preparation for laying the foundation stone in the provinces, and then starting the process of laboratory tests for soil and directing the process of establishing foundations and construction, then followed by the stone laying process." The foundation of the project was provided by the Prime Minister in the provinces of Baghdad and Anbar, and by the Secretary-General of the Council of Ministers in the province of Najaf, and then followed by the process of laying the foundation stone for the rest of the provinces by the Department of National Projects and School Buildings, in the presence of the governors and representatives of the two implementing companies.
Majeed confirmed that "the engineering and technical teams of the executive management began to follow up the progress of work and monitor the percentages of achievement achieved according to the planned timetables, as well as follow up the departments of the resident engineer in each governorate by the Departments of Works and Buildings in the Ministry of Construction and Housing, in addition to the continuation of weekly meetings with the two implementing companies and teams. The supervisory engineering", pointing out that "the project contributed to the employment of Iraqi manpower, including engineers, technicians, administrators and craftsmen, as well as their benefit and acquisition of experience by the Chinese side, in addition to the project's contribution to moving the wheel of the local market in the provinces."
He continued, "The completion rates have reached advanced stages in a number of buildings, and the two companies have started the process of pouring ceilings for the first layers and transforming the construction of the second layers, and the work is progressing at a high pace."
Majeed concluded that "the Department of National Projects and School Buildings continues its direct coordination with the governorates and directorates of education in them, to prepare sites for the second phase of the project, which amounts to 3000 pieces for the implementation of schools."[/size]
