    He explained, "The state's policy at the present time is working to link the distribution of land with the new infrastructure, as the establishment of any new city requires a program that provides basic public services such as water, roads and electricity, in addition to security services from police stations as well as schools, health units and shopping centers."
    He pointed out, "The state's housing policy at the present time is heading towards providing low-cost, high-quality housing worthy of the citizen and enabling him to pay the cost of construction or construction through the financing partnership between the state and the citizen himself," noting that "millions of Iraqis today need to implement this housing policy." .
