The following is the full text of the speech of the President of the Kurdistan Region:
Honorable guests..
Good day and welcome to you all..
We remember the third day of October with appreciation and pride the anniversary of the departure of President Mam Jalal. It is true that years have passed since his eternal departure, but over these years, after his illness and his departure from political work and in the state, we have always felt the void left by Mam Jalal.
On this anniversary I salute his pure soul, as well as his companion, fellow fighter and his wife, Hiro Khan. I wish her good health and long life.
Dear attendees,
I am pleased that the "President Mam Jalal Foundation" has been announced. I applaud at the hands of the founding body of this institution, and I wish success to those in charge of its management.
The history of Mam Jalal is an important part of the modern history of the Kurdish liberation movement. The existence of such an institution to present his struggle, and to introduce the current and future generations to the struggle of Mam Jalal, is necessary.
I hope that the work of this institution will go well, as he has provided a lot for the Kurdish press, culture and publications, and I hope that this institution will become an extension of this direction of President Mam Jalal.
Gentlemen..
I met Mam Jalal during the days of peace building and cohesion, and for this reason, he is considered to me a leader and a memory of peacekeeping and teamwork, more than anything else.
On the eighth day of November 1986, the late Mam Jalal and my father signed the peace agreement between the Kurdistan Democratic Party and the Patriotic Union of Kurdistan, on that day I accompanied my father to that meeting, and it was a special historical day for the people of Kurdistan.
On that day, I met Mam Jalal for the first time, and until his illness and then his death, we had a constant respect and good relationship. The spirit of this elder has returned to its creator, but the respect and love of Mam Jalal remain with me always.
The agreement concluded in 1986, which was later known as the comprehensive reconciliation, since all the Iraqi Kurdish parties reconciled after that, and the internal fighting ended and the Kurdistan Front was formed.
Thanks to the Kurdistan Front, the Kurdish liberation movement and the people of Kurdistan bore the crimes of chemical bombing and Anfal, and also thanks to the Kurdistan Front, the uprising was victorious and free elections were held for the first time in Kurdistan, and the Parliament and the Kurdistan Regional Government were established.
After the outbreak of internal fighting again in 1994, Mam Jalal's will for peace and President Barzani's belief in peace were the reason for their signing in 1998 of the Peace Agreement in Washington, marking a new phase of peace full of constitutional and political gains for the people of Kurdistan.
Many gains have been made for the people of Kurdistan, all thanks to the work of President Mam Jalal and President Barzani together. Mam Jalal was doing everything to make Kak Masoud happy, and Kak Masoud did not refuse Mam Jalal a request.
Even President Barzani, in order for the position of President of the Republic to remain within the framework of the Kurdish decision and in the hands of Mam Jalal, did not submit to the pressures of the American president and regional pressures in 2010 and did not stop until Mam Jalal became President of the Republic again.
This harmony has resulted in long years of stability and success for the people of Kurdistan. That is why these years deserve to be called the “golden years.” In those years, in light of harmony and unity, Kurdistan witnessed a multi-sided recovery, stability, progress, construction and prosperity, which became a place of satisfaction and pride for all Kurdistans.
Mam Jalal was very keen on fraternity and harmony, especially the harmony between the Kurdistan Democratic Party and the Patriotic Union, and I personally heard him on several occasions saying: If I went back in the days, I would not allow in any way a dispute to erupt between me and the immortal Barzani. Then he expressed his feelings in the media as well. Mam Jalal was saying firmly that he decided unilaterally not to be part of the dispute and civil war, no matter what the sacrifice and the price!
Dear attendees,
The harmony between the Kurdistan Democratic Party and the Patriotic Union and the signing of the strategic agreement between them by Mam Jalal and President Masoud Barzani, achieved many gains for the people of Kurdistan, and created very good conditions for the growth of peace and democracy in Kurdistan.
Unfortunately, in the days of the Strategic Agreement, some people and parties used to say: This is a stifling of democracy. But if they compare the conditions that emerged after the emergence of the dispute between the Kurdistan Democratic Party and the Patriotic Union of Kurdistan, with that period, they will find that their assessment was wrong. After the strategic agreement, the largest number of general and local elections, and the largest number of elections were held within professional organizations and unions.
After the strategic agreement between the Kurdistan Democratic Party and the Patriotic Union of Kurdistan, the favorable ground was formed for the consolidation and growth of state institutions, government and courts. And the grounds for the emergence and growth of the opposition arose in the Kurdistan Region. Media freedom was wider, the borders of the two administrations were reduced, the grounds were prepared for the reorganization of the internal forces, and the circle of coordination between the security services expanded.
All of these, were strengthening the home front, and making the power of Kurdistan more influential in Iraq and the region. The world's respect and support for the people of Kurdistan and their rights were increasing day by day.
Critics of the strategic agreement between the Kurdistan Democratic Party and the Patriotic Union of Kurdistan were ignorant that this agreement is very necessary for this stage in the Kurdistan Region! They did not know that without the strategic agreement, the conditions of Kurdistan would deteriorate, its forces would be dispersed, and its influence would diminish.
Yes, the KDP and the Patriotic Union, as the two main forces in the Kurdistan Region and Iraq, now need once again to a joint agreement compatible with this stage. The agreement between the Democratic Union and the unity of the ranks and cohesion between all parties and components of Kurdistan is absolutely necessary to prevent further weakening of the political decision and will of the people of Kurdistan.
We must not take any criterion other than strengthening the status of the Kurdistan Region again, because all of our strength depends on the strength and prestige of the Kurdistan Region. Our strength lies in our unity. Those who can restore strength to the Kurdistan Region are the Kurdistan Democratic Party and the Patriotic Union of Kurdistan before others, and the cohesion and unity of all parties.
Gentlemen..
Mam Jalal granted power and greatness to the post of President of the Republic, because he had become a cause of harmony among all Iraqi forces, and a good defender of the Kurds, Shiites, Sunnis and all other components. Mam Jalal's headquarters in Baghdad had become a place to calm down and end disputes, and with Mam Jalal's absence from Baghdad, a large pillar of consensus and a major center for political dialogue was absent, so that the Iraqi people and forces still feel that.
As we gather and meet on this anniversary, we remember the dialogue and the meeting together and the search for an agreement between us. I am sure that all of you have strengthened the desire for dialogue and an end to differences, so I invite you to translate this desire into initiative and action, and do not see any initiative for dialogue and agreement as a concession and defeat, for the one who negotiates and the one who agrees is always victorious.
I hope that the memory of Mam Jalal will be a catalyst for the unity of the Kurdish parties, as well as an incentive for the Iraqi parties to sit together. On this anniversary, I call on all the Kurdish parties to agree and work together. We call on all Iraqi parties on this occasion to recall the days when Mam Jalal was president of the republic and he brought everyone together with a pure heart on what was in the interest of all components of Iraq.
With the same enthusiasm and the same goal, it is absolutely necessary that we sit down together today and solve problems. In fact, the people of Iraq feel great indignation and annoyance with the political differences in the country, because they know that the longer the differences persist, the more services and stability decline, and the country's sovereignty weakens.
Gentlemen..
As we commemorate this memory now, I remember dozens of memories with Mam Jalal. On many occasions, when a disagreement arose, he would say with his sweet tongue: Come, let us whisper a little! Praise be to God, that whispering often became a catalyst for reducing problems and ending disputes.
Let's all do this today, and take the same approach to the agreement. Concession for the sake of agreement and the happiness of the people is a victory and never represents a defeat for any party.
May the soul of Mam Jalal be happy, and his memory be blessed forever.
