Official statement: The parliament session witnessed a demand to increase the salaries of retirees
Shafaq News/ The Parliament's media department announced that today's session, Saturday, witnessed a demand to raise the minimum salaries for the retirees.
In a statement received by Shafaq News agency, the department stated, "The House of Representatives discussed, in its eleventh session, which was held today, Saturday, headed by Muhammad al-Halbousi, Speaker of the Council, and in the presence of 223 deputies, the second reading of three draft laws.
At the beginning of the session, the House of Representatives read Surat Al-Fatihah for the souls of the citizens who were victims of the gas pipeline explosion in Sulaymaniyah Governorate.
The Council finished reading a report and discussing the draft law on partnership between the public and private sectors, submitted by the Economy, Industry, Trade and Finance Committees.
And the statement continued, “The parliamentarians’ interventions during the session, which was presided over by the First Deputy Speaker of Parliament, Mohsen Al-Mandalawi, focused on demanding the amendment of Articles 4, 5, 9, 10, and 12 of the law in a way that serves the supreme interest of the country’s economy and local employment by encouraging citizens to work in the private sector and commit to securing their pension rights when enacting the partnership law between the two sectors.
At the same time, a number of deputies expressed their fears of enacting the law as inappropriate and encouraging for the economic sector in the current circumstance, and it contains fears of undermining economic activity and gives wide powers to the Secretary-General of the Council of Ministers and the partner, in addition to that the interventions included fears of neglecting the property and wealth of the state and a large layoff of employees In addition to the call to reconsider the draft law and correct it in line with the principles of the constitution and the economic interest of Iraq.
The chairman of the session instructed the parliamentary committee concerned with the draft partnership law between the public and private sectors to consider the parliamentary request submitted to reject the law or proceed with its legislation in order to put it to a vote.
The Council postponed reading the report and discussion of the draft third amendment to the Law of the Great Imam College No. (19) for the year 1997 submitted by the Awqaf and Clans Committees, Higher Education and Scientific Research to a session next Monday.
The House of Representatives completed reading a report and discussing the draft law for the National Authority for Nuclear, Radiological, Chemical and Biological Control, submitted by the Health and Environment Committees, and Higher Education and Scientific Research.
The interventions of the deputies during the session, which was presided over partly by Shakhwan Abdullah, the Vice-President, focused on demanding the prevention of overlapping powers between the National Commission, the Ministry of Environment and the Ministry of Health, and calling for the enactment of the law in a way that contributes to creating a safe environment for the safety of the Iraqi citizen and attracts specialized Iraqi competencies.
The Council completed reading a report and discussing the draft law of the third amendment to the Irrigation Projects Implementation Law No. (138) of 1971 submitted by the Agriculture and Water Committee. In the context of the general discussions, a number of deputies demanded the annulment of the minutes concluded by the previous government related to the economic zone and the railways, the selection of competent personalities in the management of the Civil Aviation Authority, the compensation of the marsh areas for the damage caused by the water scarcity, their inclusion in Article 140, the reduction of the risks of the spread of drugs in society, and standing up to Hazem against gangs smuggling crude oil from transport pipelines to prevent them from stealing public money and recommending to the federal government to address the housing crisis and asking the Kirkuk governorate administration to provide white oil for citizens and end their suffering from pollution resulting from the Kirkuk cement plant, in addition to demanding a raise in the minimum salaries for the retirees and including the victims of the explosion Banks area in Baghdad by the law of the Martyrs Foundation.
For his part, Shakhwan Abdullah called for the need to include the allocations of Article 140 in the general budget for the year 2023 after its allocation was delayed in the past years, after which it was decided to adjourn the session.
