The security file continues to be handed over to the Ministry of Interior, and the army is preparing to leave Baghdad
Baghdad / Firas Adnan
The process of handing over the security file to the police forces continues, and after its completion in four provinces that are described as stable in terms of security, preparations are being made to transfer this experience to Baghdad, specifically within the Rusafa sector, which has completed all preparations for the exit of the military units.
Informed sources confirmed that “leaving the security file to the police forces is one of the demands of the Sunni forces represented by the Sovereignty Alliance in order to participate in the government of Muhammad Shia’ al-Sudani.”
Interior Ministry spokesman Khaled al-Muhanna said, "The normal situation in all countries of the world is that internal security is the prerogative of the police forces attached to the Ministry of Interior."
Al-Muhanna continued, "The army units will remain in the camps to protect the country from any external exposure or something like that, according to the duties assigned to the Ministry of Defense and its affiliated formations."
He pointed out, "The time has come and the need has been strengthened for security to be taken over by the Ministry of the Interior, so that this file has become part of the ministerial curriculum of the government of Muhammad Shia'a al-Sudani."
Al-Muhanna indicated, "This issue has taken its way to implementation through the formation of a central committee that has begun its work during the past period," noting that "many measures have been taken in this regard, including the replacement of units belonging to the Ministry of Defense with others belonging to the Ministry of Interior."
And he talked about “preparing and merging some formations according to administrative orders and strengthening them, at a time when operations are continuing to raise the readiness of all forces affiliated with the Ministry of Interior.”
Al-Muhanna noted that "receiving the security file will be in the areas that witness a complete completion of the procedures related to the liberation of military units."
And he stated, "The decision includes all governorates, that the security file be transferred to the Ministry of Interior, and there is no region excepted from that."
And the security spokesman said, "The process began with the military units that use the resources of the Ministry of the Interior. When they are replaced, there will be no difference in the replacement process, and then it will proceed to the rest of the provinces according to a well-studied mechanism that does not allow a security breach to occur."
And he stressed, "The security forces of the Ministry of Interior are capable of maintaining security and confronting threats of any nature, whether terrorist or related to organized crime and others, and they have proven great success in this field, and this is evidenced by the stability in which all governorates live."
Al-Mahna stated, “The governorate whose security file is handed over to the Ministry of Interior will not witness any army presence or checkpoints, but everything will be in the hands of the Internal Security Forces.”
He stressed, "The completion of the handover of the security file in four provinces, which are Wasit, Muthanna, Najaf and Diwaniyah, and work is taking place at an escalating pace for all provinces and according to readiness."
Al-Muhanna concluded, "The preparations for the capital, Baghdad, have been completed on the Rusafa side by 100%, and it will be handed over to the Ministry of Interior before the Karkh side." And the National Security Adviser, Qassem Al-Araji, had confirmed during a meeting he had a few days ago with the commander of the NATO mission in Iraq, Giovanni Iannucci, that “the government is determined to hand over the security file to the Ministry of Interior, because of its great capabilities, but it needs more training and capacity building.”
For his part, the spokesman for the Joint Operations Command, Tahsin Al-Khafaji, stated, "There is a movement of a number of army units, and units of the Ministry of Interior came from the Federal Police to take over missions in some areas."
Al-Khafaji continued, "The security file is currently being handed over in Babel, Kut, Samawah, and Diwaniyah, in addition to the capital, Baghdad, and then to other provinces when the readiness of the Ministry of Interior forces is announced."
He pointed out, "The forces of the Ministry of Defense, which will withdraw, will go to special camps, and it will be an opportunity for Iraqi army personnel to retrain and rebuild capabilities in order to be ready in case there is a need for their intervention in any emergency."
In addition, a member of the Parliamentary Security and Defense Committee, Nayef Al-Shammari, said, "The security file must be completely handed over to the Ministry of Interior."
Al-Shammari added, "The duty of the army is to intervene in the security situation in the event of any security threat for a specific period or when natural disasters occur."
He pointed out that internal security is one of the tasks of the Ministry of Interior and dealing with the citizen, and there are procedures for receiving the file of internal security by the Ministry of Interior, which is a positive thing.
Al-Shammari pointed out that “the Security and Defense Committee met with the Minister of Interior, who confirmed the ministry’s readiness to handle the internal file, provided that it is supported by arming, equipping, and preparing police stations worthy of the ministry.”
And he talked about “centers that are about to fall, and there are centers that do not have wheels, and some centers do not have computers and other needs.”
Al-Shammari added, "The army's departure from the cities will take place according to priority and precedence, and there is a complete plan with the Commander-in-Chief of the Armed Forces, in consultation with the Minister of Interior and the Joint Operations Command."
