Since its birth, the government of Muhammad Shia al-Sudani has worked to adopt and pursue a policy of external openness of Iraq towards regional and global countries, with the aim of gaining international support for the new government, which was formed after difficult labor and a political crisis that lasted for more than a year.
In an effort to prove external openness, the Prime Minister, Muhammad Shia' al-Sudani, Iraq participated in the Arab-Chinese summit held in Saudi Arabia.
The media office of the Prime Minister said in a statement that "the Sudanese received the Ambassador of the People's Republic of China to Iraq Cui Wei, and during the meeting they discussed the consolidation and development of bilateral relations between the two countries, in the economic and cultural fields, as well as in the fields of energy and investment."
balance principle
And Al-Sudani indicated, according to the statement, that “Iraq has adopted the principle of balance in foreign relations, in a way that enhances its stability and achieves the interests of its people and the security of the region,” referring to “the government’s desire to expand the horizons of bilateral cooperation with China in various sectors.”
In turn, the President of the Republic, Abd al-Latif Jamal Rashid, affirmed that Iraq's foreign policy is based on mutual respect and the adoption of constructive dialogue to strengthen relations and expand their horizons in accordance with common interests and in the interest of the people.
However, political researcher Ali Al-Baydar believes that Al-Sudani is trying to overcome the failures of the past and invest his success in order to strengthen the country's international standing within the regional environment and within the international community as well.
He added, "Iraq's foreign relations have always been built in an illogical way, as countries deal with Iraq in high heels, and the Sudanese wants to replace this method according to the principle of good neighborliness, mutual respect and common interests."
Al-Baydar believes that there should be unity in the decisions related to the country's foreign policy, and that sovereignty should be a red line in the calculations of the political system as a whole. And he considered that the best way to develop the country's foreign relations is to move away from the policy of axes and poles pursued by previous governments and not to be hostile to any party in order not to harm the country, especially since the experiences of the modern state are still young and need great support from everyone.
Economic dimensions
Foreign policy has economic dimensions, as al-Sudani is trying to open up political relations with an economic and investment dimension to attract investors to the country and move the Iraqi economy forward. Professor of International Economics and Director of the Research Center at Cihan University in Dohuk, Nawar al-Saadi, says, “The foreign policy positions of any country reflect the strength of that.” The country is with the international community and its ability to deal with changes, in a manner commensurate with its supreme interests. Therefore, states need to define strategic frameworks and general concepts of foreign policy philosophy in order to implement that policy through effective diplomacy in accordance with constitutional and legal constants.
The professor of international economics acknowledged that the key to the country's internal stability, at the political, security and economic levels, is represented in the nature of relations with external parties, both regional and international, which often have intersecting and contradictory policies, positions and interests between each other, and dealing with them requires a great deal of Wisdom and rationality, without prejudice to the constants, while avoiding the policy of axes, polarization, and alignment with one party against another.
Al-Saadi continued, “The foreign policy of Iraq after 2003 represents one of the problems in the new democratic political system, as this policy was exposed to determinants that differ from what is customary in the rest of the countries to draw foreign policy. It is subject to ideological, national, or even personal considerations, which made foreign policy lose its compass.”
economic diplomacy
And he continued, “As an observer of the Iraqi situation, the post-2003 governments lacked a strong policy of economic diplomacy necessary to improve their international relations, and thus improve their local conditions, but we can say that the previous government headed by Al-Kazemi, and if it failed in some or most of the required internal benefits, it recorded an imprint. It is clear in the field of foreign policy, and on two levels, the first is the tangible presence in various international forums, and the expansion of the horizons of relations with multiple regional and international powers, and the second is the containment of problems, crises and differences between opposing parties, by creating the appropriate atmosphere and conditions for constructive dialogues, as happened between Iran and Saudi Arabia, as well Contributing to defusing a number of crises in the region, or mitigating them and cordoning them off at certain borders.
Therefore, Muhammad al-Sudani, according to the director of research at Cihan University, understood this well and began conducting a series of messages, signals and meetings with Arab and foreign politicians and diplomats from different countries, which implied positive tendencies to achieve more openness in Iraq's relations with its neighbors, its regional surroundings and the international space, in order to enhance its position. , and consecrates its sovereignty and expands its interests, as well as making it a meeting point and an arena for understanding and dialogue between the parties.
The essential point here, according to Al-Saadi, “represents the need to invest in the atmosphere of broad regional and international support for the new government in achieving, among other things, the most important of which is strengthening and improving the country’s economic conditions, and working to address outstanding files and issues. It is assumed that the economy constitutes a pivot and a fundamental pillar in drawing up Iraq’s foreign policies, and the Sudanese government must separate and distinguish, as much as possible, between entitlements and economic calculations on the one hand, and between the projects and political agendas of normalization, which take the economy as a gateway to it on the other hand.
And he adds, "In order for Iraq to ensure the smoothness of its regional and international relationship that is in the interest of its economy, it must prepare its cadres who are in a position to deal with the countries of the world, especially the cadres working in the Ministry of Foreign Affairs and the attachés working abroad, strengthening their economic thinking and putting the Iraqi economy first in their accounts." And promoting a positive image of Iraq due to its great importance in attracting the attention of international investors, and giving a kind of credibility to building a long-term strategic partnership with clear features and objectives.
He concluded, "The opportunity is ripe for the new Iraqi prime minister to strengthen the right paths and correct the wrong paths, not only at the level of internal security, service and financial files, but also at the level of external files, which in many of their stations and turns do not stray from the internal ones."
