Parliamentary Legal: There is no legal basis that binds the riparian countries to our water shares

Iraq is running out of options in the face of the inability of its successive governments to find fair solutions to the country's water shares from Turkey and Iran. This comes at a time when the country has not achieved any significant progress in the areas of smart and rational use of water in agricultural and irrigation applications, and even societal culture in the use of water.
The Parliamentary Legal Committee called on the government to invest the last of Iraq's weapons, which is the trade file, as a pressure tool to conclude an agreement with the riparian countries with Iraq stipulating Iraq's water share.
Representatives do not see any international legal basis obliging these countries to grant Iraq a fixed share of water, and the remaining methods must be pursued diplomatically and politically, and through joint agreements.
Raed al-Maliki, a member of the Legal Committee, said that his committee "asked the Ministry of Foreign Affairs about water shares, and the response was that there are no bilateral agreements with Turkey and Iran regarding water shares," adding that "the rules of international law are more like humanitarian principles and non-binding recommendations, and therefore there is no international judiciary." The case is not being heard by a competent international arbitral tribunal.
Al-Maliki called, in an interview with "Al-Sabah", the government to "accelerate negotiations and use pressure cards to reach a formula for a bilateral agreement," noting that "Iraq has pressure cards and interests for these countries on its territory, including the trade file, which is one of the most important files if it is used in a manner correct".
