The dispute over the electoral law continues, and the big powers are preparing to impose their will

Baghdad / Hussein Hatem
The election amendment law faces parliamentary conflicts between supporters and opponents, as these divisions prompted the postponement of a report and discussion of a proposal to amend the election law until the next Saturday session.
There is a desire to return to the Saint-Lego law by the deputies affiliated with the coordination framework, which is faced with a categorical rejection by the emerging powers and independent deputies.
Like the independents, most of the resigned Sadrist bloc's deputies announced their objection to amending the election law.
The leader of the Sadrist movement and the resigned MP, Hakim Al-Zamili, published, through his official account on “Facebook”, a video clip of the representative of the religious authority, Abdul Mahdi Al-Karbalai, and attached it to a comment saying, “No to the closed list, not to the single constituency.”
“There is a desire to amend the election law by part of the members of the House of Representatives, which is matched by a desire against the amendment in the other part.”
And he added, "Some deputies collected signatures during last Monday's session to withdraw this paragraph from the agenda, but they failed, and as a result they withdrew from the session, which led to the lack of a quorum and the amendment of the law."
He explained that "the amendment of the election law was not discussed due to its sensitivity among the members of the House of Representatives," noting that "there are those who wish to refer to the St. Lego law."
And he believed that “there are advantages and disadvantages in all international election laws,” noting that “Iraq dealt with several electoral laws because of the incompatibility between the political blocs.”
In turn, the representative of the coordination framework, Mahdia Al-Lami, says, "The House of Representatives is a group of political blocs, in addition to the independents who represent importance within the dome of Parliament." Mahdia added, “We do not want one party to be marginalized over the other, and we seek that the amendment of the election law be satisfactory to all parties.”
And she pointed out, “The political polemics and their repercussions postponed the second reading to next Saturday.” She pointed out, "The goal of the political blocs within the coordination framework is to maintain the political process and preserve the democratic system in Iraq," noting that "the law was presented for discussions by all political blocs."
For his part, independent MP Alaa Al-Rikabi says, “More than 70 parliamentary signatures were collected in last Monday’s session; To cancel the paragraph related to amending the election law, but Parliament postponed it to next Saturday’s session,” stressing that “there are objections to the St. Lego law.”
Al-Rikabi added, “The designations that are made regarding freezing or reducing provincial councils do not mean their abolition,” explaining that “most of the objectors are working to find another law that is fair to all components.” He pointed out, "The numbers that the political blocs are talking about in changing the St. Lego law from 1.9 to 1.7 are the exclusion of many components, and the solution is to cancel the law and not amend it." Al-Rikabi indicated that “independents presented their objection to the clause not specifying electoral spending,” adding that some deputies had reached $3 billion in electoral campaigns and the head of the bloc is the one who gives it.
He was surprised by "the demand of some political blocs to return to manual sorting, although Iraq has good electronic tools," noting that "it indicates that some political blocs have reached their goal, which is fraud."
Al-Rikabi called on the High Electoral Commission to “announce the results 24 hours after their completion,” noting that “Iraq is experiencing a crisis of confidence and there is a gap between the citizen and the politician.”
For his part, independent MP Sajjad Salem says, "Every law has a philosophy and a goal, and we have a political system and many changes that have occurred recently." Salem added, "These variables must be viewed with a real and realistic vision," asking, "Is the current political system capable of absorbing the existing changes?"
He pointed out, "The current political system is closed in its philosophy to all recent social changes." He continued, "We need a sound electoral process and an independent electoral commission, and then we take upon ourselves the formula for dividing the votes and the mechanism by which it takes place." Salem went on to say, “I am with St. Lego’s law, but in its original unified form, not 1.7 or 1.9, and with the one constituency of the province.”
He pointed out, "It is in the interest of the political parties that dominate power not to share parliamentary positions with other emerging parties, as they consider the latter to be an obstacle to them."
Salem concluded by saying, "The arrival of emerging parties to power ensures the stability of the political system, as the political parties that dominate power have begun to erode their legitimacy."
It is noteworthy that the capital, Baghdad, witnessed during the early hours of last Monday morning, before the start of the parliament session, a mass demonstration, in protest against the attempt to amend the election law and convert it from the multiple constituency system, as happened in the 2021 elections, to a single constituency for each governorate.
