      At a time when more than 40 million Iraqi citizens are waiting for their Egypt within the budget between salaries, ration card items, and other daily interests, as well as services, Parliament Speaker Muhammad al-Halbousi is preoccupied with his internal dispute with the leaders of his sovereign alliance.

     According to Deputy Chairman of the Strategic Planning Committee, Representative Muhammad Al-Baldawi, in a statement to Al-Maalouma, “One of the main reasons for not referring the draft budget law to Parliament is related to the differences between the Speaker of the House of Representatives and his autonomy alliance.”
     He added, "All the arguments of Parliament Speaker Muhammad al-Halbousi have ended regarding the postponement of the budget, which put him in an embarrassing position."
     At a time when parliamentary sources indicate that "the Sovereignty discussed meeting the draft general amnesty law in exchange for hard work to pass the budget by the Speaker of Parliament."
     According to these sources, Al-Halbousi's insistence came to blackmail the framework forces to approve the amnesty and budget laws in one basket after the Eid holiday.
    The leader of the Anbar Alliance, Dhari al-Dulaimi, had, for compulsory scenes, called on Parliament Speaker Muhammad al-Halbousi to submit his long leave from the parliament, indicating that al-Halbousi obtained the leave in order to devote himself to an end the internal crisis after the collapse of his party.
     Al-Dulaimi said in a statement to Al-Maalouma, “The leave that Parliament Speaker Muhammad al-Halbousi granted himself caused widespread confusion, but we can attribute it to three reasons, foremost of which is an attempt by him to bridge the rift and remedy a collapse that might occur in his party, especially with the approaching elections. 
    He added, "The other reason is that Al-Halbousi is trying to deliver a message to other political forces that support his change. As for the last reason, it is related to the budget," noting that "he is trying to throw the ball of any failure regarding the budget into the court of the coordination framework to get out of it.  
     Al-Dulaimi pointed out, "The national interest requires al-Halbousi to be present in order to accelerate the pace of setting the paragraphs of the budget, and not to give himself a two-week leave."
     In addition, political sources familiar with the initial consensus between several currents and personalities to form three Sunni political alliance in Diyala.
    In an interview with Al-Maalouma, the sources said, "An unannounced meeting was held in Baquba that included 14 personalities representing forces and currents and independents to form a Sunni political alliance, the third of its kind at the level of Diyala."
    In addition, a member of the Rights Movement, Hussein Ali Al-Karawi, held the Speaker of the House of Representatives responsible for the delay in approving the law, expressing his regret that the budget was not included on the agenda of the Council for the first reading. 
    Al-Karawi said, in an interview with Al-Maalouma Agency, that "Al-Halbousi is trying to impose his conditions in the budget to achieve personal goals." Ended 25
