Baghdad / Obelisk Al-Hadath: The Iraqi government imposed new taxes in the 2023 budget in order to enhance the flow of funds to the state treasury, amid calls to amend the tax law.
During the previous years, successive governments faced great challenges in collecting taxes from their departments, which led to the waste of millions of dollars in customs taxes imposed on importing goods.
Taxes in every country are important sources of income for governments, and these revenues are used to finance many government services and develop infrastructure in countries, such as roads, bridges, schools, hospitals, water, sewage, and public transportation, all of which contribute to improving life and providing comfort and well-being for citizens.
Paying taxes is a social duty, and by paying taxes responsibly, citizens can play an important role in improving life in their country and driving development.
Iraq faces great challenges in applying the tax system effectively, due to poor infrastructure and administration and its inability to collect taxes adequately. This may reduce the resources available to the government to finance public services and development projects.
But the one interested in political affairs, Munem Abdel Zaid, believes that the tax system in Iraq is absurd, like the rest of the deductions and fees, and it needs mature legislation and a feasible economic vision adopted by legislators with a clear economic doctrine.
Representative Majid Shankali says that economic reform in Iraq begins with the enactment of laws aimed at reforming the tax system so that it becomes the mainstay of the economy while building a real private sector away from the influence of influential blocs and personalities.
Tweeter D. Adel considered that the tax and customs system in Iraq is corrupt and does not differ from the banking system in corruption, which necessitates reforming all these systems and treating them as one basket in the reform process, through a digital system that does not accept manipulation.
Economic researcher Ahmed Eid points out that there is a huge waste in the tax sector, which is described as disastrous.
Since 2003, the administration of tax collection is still far from the Iraqi economic reality, in addition to the great failure in tax deductions.
The estimates refer to the figures announced in the state budgets about the amounts collected in taxes, which are much lower than the level of estimates.
Usually, the amount estimated in previous budgets is approximately 2-3 trillion dinars, but the real estimates exceed twice this much, reaching more than 7 trillion dinars.
Iraqi law punishes the crime of tax evasion with imprisonment for a period of no less than 3 months and no more than two years, whoever is proven guilty of this crime.
Legal expert Ali al-Moussawi believes that it is necessary to amend the tax law commensurate with the current stage, and to restore the confidence of the taxpayer that its collection is to serve the public interest and not to enrich a certain group over another.
The tax system in Iraq requires major modernization and development to enable it to achieve its development goals and improve the standard of living for citizens. This includes strengthening tax administration, improving the collection system, and reducing tax evasion, in addition to updating tax laws to provide incentives for companies and individuals to pay taxes more.
