The position of Speaker of Parliament raises political division

With more than 5 months having passed since the dismissal of Speaker of the House of Representatives, Muhammad al-Halbousi, and the cancellation of his membership, Parliament has been completing its work since that time with an acting speaker, as First Representative Mohsen al-Mandalawi carries out the duties of Speaker of the Council.
According to political affairs researcher Dr. Mujasha Al-Tamimi, “The blocs are sharply divided over the consensus candidate for the position of Speaker of Parliament, with former Speaker of Parliament Mahmoud Al-Mashhadani favoring to some degree.”
Al-Tamimi said, in an interview with “Al-Sabah”: “The State Administration Alliance has not yet agreed to resolve the issue of electing a new speaker of the House of Representatives to replace the previous president,” adding that “the solution to the issue may lie in granting Al-Halbousi and his party the advancement of executive positions such as Ministries and special ranks, in exchange for relinquishing the position of Speaker of the House of Representatives, but even this proposal failed to convince Al-Halbousi.”
Al-Tamimi continued, “The problem lies in the Sunni disagreements, and also disagreements within the coordination framework, which is divided between those who support the point of view of Al-Halbousi and his Taqadum party, and others who oppose it,” indicating that “the coordination framework, which is the largest bloc, refused to amend Article 12 of the Council’s bylaws, and stipulated that The Sunni forces present a consensus candidate for the amendment.”
Al-Tamimi added, "The information indicates the presence of some consensual names, and things may favor former Speaker of the House of Representatives Mahmoud Al-Mashhadani, who has good relations with Taqaddim and with most of the forces of the coordination framework."
For his part, journalist Ali Abdel Zahra told Al-Sabah: “The reality and events of the past months demonstrate that Parliament is not affected by the absence of its president, whether legislatively, supervisory, or representative, which are the three roles in which the House of Representatives works,” pointing out that “ The only thing that may be considered a negative is the political situation linked to the custom of quotas, whereby the position of Speaker of the House of Representatives is entrusted to a figure from the Sunni component, while the one who runs the House now is the first representative, Mohsen Al-Mandalawi, who is Shiite and not Sunni.”
Abdel Zahra added, "Parliament sessions are taking place in full swing, and representatives are attending and exercising their legislative role by voting on new laws. Parliamentary committees are carrying out their duties, and the same applies to representatives as individuals who exercise oversight over other institutions."
