    Today, Thursday, the Ministry of Planning identified the reasons for the increase in spending in the budget, which it considered justified to a large extent, and while clarifying the details of the investment budget and its projects, it revealed the numbers of lagging projects, the date for ending their file and the funds required, noting at the same time that 150 hospitals and 3 thousand schools It will enter the service successively after the completion of its projects.
    The Undersecretary of the Ministry of Planning for Technical Affairs, Maher Hammad Johan, told the Iraqi News Agency that "most of the previous budgets amounted to an operational budget rate of between 70-75 percent," noting that "the current year's budget does not include a significant difference from previous budgets with regard to percentages."
    He added, "The figures in this budget are the highest for many reasons, including the inflation of spending caused by employee differences, which have become binding on the government with the presence of accumulated debts, licensing companies, and direct expenditures adopted by the government program, including support for food security, social protection, and the provision of electric power and infrastructure." And that "the government must adapt to this inflation, absorb it, and pressure not to expand it."
    And he indicated, "Inflation is large, the size of the budget, but it is largely justified."
    Regarding the details of the investment budget, Johan mentioned, "The value of the investment budget amounted to 49 trillion dinars, of which 10 trillion are various loans for all sectors, and about 14 trillion for licensing rounds," pointing out, "The rest of this budget relates to provincial projects, which are complementary to the emergency support law." , and the completion of the basic infrastructure of the provinces and access to balanced development.
    And he indicated, "The other part is the great government orientation to complete the basic infrastructure, whether the Ministry of Construction, Housing and Electricity, with giant projects, which included clean energy and projects related to health, education and social protection," explaining, "We support the completion of 150 hospitals that will enter into work successively and the completion of school projects with great momentum, whether Implemented by the Ministry of Education or the General Secretariat, which number about 3,000 schools and will be completed during the current and next years and enter service.
    And he continued, "There is a great response to the issue of climate change and private expenditures related to the Ministry of Water Resources and the Ministry of Agriculture," pointing out, "There is a major part that includes the completion of lagging projects, as the Prime Minister supported this issue, especially with high completion rates, as well as investment projects that will be pressure to implement this trend.
    And he indicated, "There is a group of high-level economic development strategic projects, including the completion of the Al-Faw port project, the circular roads project, the development road, petrochemical industries projects, and the suspended train."
    Regarding the lagging projects that the Ministry of Planning is following up, he stressed that "the budget is proceeding with very rapid steps, as there are 1,500 projects, and we have entered into successive procedures with the executive authorities and with a government approach to restore life to the lagging ones, whether hospitals or schools and projects in other sectors."
    Johan predicted, "The file of lagging projects will end in less than a year," pointing out, "Iraq is losing a lot because of these projects."
    He pointed out, "We need an annual spending rate to complete the current budget projects by about 30 trillion annually," explaining that "this depends on the capabilities of the influential parties, including lagging projects, which we need about 5 trillion to bring them back to life."
