    [rtl]A spokesman for the Iraqi Ministry of Planning, Abdul Zahra Al-Hindawi, confirmed that the ministry believes that Halabja "deserves" its development as an Iraqi governorate, noting that the unemployment rate in Iraq has reached 16.5%. 

    Al-Hindawi said, in a press interview, that "the ministry has completed all the requirements required by the process of creating the Halabja governorate, and submitted a position to the General Secretariat of the Council of Ministers on the 28th of last March." 

    He explained that the letter submitted, "included full details of the requirements and procedures that took place, and was considered by the Council of Ministers, 

    Abdel-Zahra Al-Hindawi, indicated that a team from the governorate previously indicated the administrative borders of the center of Halabja governorate, in addition to the presence of 5 sub-districts affiliated to it, and all approvals in this regard were obtained from the district Directors, civil society and tribal sheikhs. He revealed that the Ministry of Planning is "very close to launching the implementation of the economic and social survey of the Iraqi family in cooperation with international organizations, and the survey will also include the Kurdistan Region, and thus will give us new indicators about the poverty rate in Iraq," he said.

    He added, "The Ministry of Planning found that Halabja deserves to be upgraded from a district to a governorate," pointing out that Halabja's allocations "will become specific to the governorates if they are created by the House of Representatives." 

    He continued, "Halabja's share of the budget is still at the district level, because Parliament has not issued a decision to create it as a governorate yet, in addition to the approaching approval of the budget in the next few days, and the share is subject to change and will be added to the Kurdistan region's share of the budget." 

    Al-Hindawi stated that he "does not know when Halabja will be approved as a governorate by Parliament," noting that Halabja will enjoy full powers and approved mechanisms, as do the rest of the provinces of the Kurdistan Region and Iraq. 

    A spokesman for the Iraqi Ministry of Planning spoke about unemployment, saying: "In 2022, we conducted a survey in cooperation with the International Labor Organization, and it showed that the unemployment rate reached 16.5 percent," adding that the poverty rate reached 21 percent. . [/rtl]
