The Parliamentary Oil and Gas Committee indicated that the delay in resuming oil exports from the region and Kirkuk through the Turkish port of Ceyhan had a negative impact on the process of approving the 2023 budget, whose paragraphs refer to the export of 3 million and 500 thousand barrels per day, of which 400 thousand barrels are from the Kurdistan region and about 80 thousand barrels from the fields. Kirkuk, noting that not producing this quantity leaves a loss to Iraq estimated at 40 million dollars per day.
A member of the Oil and Gas Committee in the House of Representatives, Sabah Sobhi, said in an interview with “Al-Sabah”: “The regional government has carried out its obligation to deliver oil imports to the federal government and sell them through the (SOMO) company, in coordination with representatives of the regional government.” And he indicated that “ The export delay is linked to Turkey and the federal government on the one hand, and between the federal government and the companies that were buying oil from the region on the other hand, and now we are going through the negotiation stage because the company (SOMO) must agree to the list of companies that buy oil from the region as it was
in the past and under new circumstances.
He added, "The Minister of Oil clarified in his recent statements that the delay in resuming oil exports via Ceyhan was one of the reasons for the recent earthquake that struck Turkey, which led to the obstruction of exports through the Kirkuk-Ceyhan pipeline, and that the pipeline needs time to repair it, and the federal and Turkish governments must expedite." in fixing it.”
He explained that "the reason for the delay in export is also the presence of some technical issues that need solutions and organization, and for this there is a Turkish request to meet the Iraqi Oil Minister and the Turkish Energy Minister to expedite the solution of all obstacles and work to remove them and expedite the start of oil exports from the region."
He noted that “the 2023 budget indicates the export of 3,500,000 barrels per day, of which 400,000 barrels are from the region and about 80,000 barrels from the Kirkuk fields,” noting that “failing to produce this quantity is causing Iraq a loss of $40 million per day, at a time when Iraq's budget suffers from a deficit of about 64 trillion dinars.
He stressed that "one of the reasons for the delay in approving the budget is the delay in resuming oil exports through Ceyhan, and for this reason the federal government is rushing to work in order to obtain approval to start exporting oil through Turkey."
For her part, the economist Salam Sumaisem said, in an interview with Al-Sabah, that “the issue of stopping oil exports from the region is not optional, as long as there is a decision by the Federal Court and as long as there is an arbitration decision by the arbitral tribunal, which is the highest international arbitral tribunal in Paris.” , that everyone is bound by the decision, unless they decide to return to the Iraqi judiciary,” indicating that “this is a waste of public money, and therefore Iraq will not have credibility with the international arbitral tribunal, and we have no treatment for the arbitration decision.”
And it indicated, “The delay in pumping oil from the region to the Turkish port of Ceyhan is a political issue more than an economic one, and the resumption of export involved a third party other than the regional government and the federal government, and it is the Turkish party that entered the line of political negotiations in Iraq, and it is certain that behind it are attempts to acquire oil.” other benefits or gains.
