Movement to enact a controversial law between Baghdad and the region after the parliament recess

Yesterday, Saturday, the Parliamentary Oil, Gas and Natural Resources Committee confirmed that the road has become a paved path for the approval of stalled laws, the most important of which is the oil and gas law, while it revealed that there are some obstacles to the legislation of the law.
Committee member Zainab Juma al-Moussawi said, in a statement to the official news agency, that “after approving the financial budget for the years (2023/2024/2025), the road is now paved for the approval of suspended laws from previous parliamentary sessions, the most important of which is the oil and gas law, which will draw the oil map in Iraq.” It solves the problems between the federal government and the Kurdistan Regional Government and guarantees the rights of both parties.
Al-Moussawi added, “The Oil and Gas Committee is working to prepare the appropriate ground for approving the law very soon,” revealing “the presence of political interference working to obstruct the legislation of this law within the House of Representatives.”
And she stressed that “there are political forces that do not want to solve the Iraqi economic problems,” indicating that “the Oil and Gas Committee is working hard to remove obstacles and resolve differences between the governments of Baghdad and Erbil.”
And Al-Moussawi reported, “There is an agreement between Baghdad and Erbil to legislate the federal oil and gas law,” indicating that “the House of Representatives will work to legislate it during the upcoming legislative chapters.”
She added, "The Federal Oil and Gas Law guarantees the rights of oil-producing provinces in the center and south."
Al-Moussawi noted, "Discussions are underway about a draft law to finally resolve the differences between the center and the region."
Al-Moussawi added, "The law will include the delivery of oil revenues from the region, amounting to approximately 500,000 barrels per day, to the public treasury."
For his part, Representative Salem Al-Anbuge said, “The problems that impede the functioning of important laws within the House of Representatives, such as the oil and gas law, are more political agreements than technical problems related to laws.”
Al-Anbuge added, "There is an effort during the current parliamentary session to pass the oil and gas law to regulate the relationship between the region and the center with regard to energy axes between the two sides, and that not approving it is considered a stumbling block in the way of approving any budget."
He pointed out that “the House of Representatives entered a legislative recess after completing the vote on the federal budget law for the years 2023, 2024 and 2025,” pointing out that “after the end of the holiday, the Council will discuss a set of draft laws as soon as they arrive from the concerned committees to the Presidency of the Council.”
On a related note, Ali Turki said in a press statement, "All political forces are determined to pass the oil and gas law, especially after the problems that arose when discussing the state's federal budget," stressing that "Parliament will proceed to legislate the law as soon as possible."
Turki, a leader in the Fatah Alliance, added, "The drafts currently being presented do not agree with the provisions of the constitution."
He called on the government to “help experts in oil and law to draft legislation in order to ensure justice.”
However, a member of the Kurdistan Democratic Party, Sherzad Qassem, believes that “the law faces many obstacles, despite the fact that it helps to resolve the differences between the governments of Baghdad and the region.”
Qassem added, in press statements, that "there are political interferences operating according to foreign agendas that work to obstruct the legislation of this law within the Iraqi parliament."
He pointed out, "There are political forces that do not want to solve the Iraqi economic problems, including regulating the work of oil extractions that are determined by the oil and gas law."
Qassem stressed, “The need to legislate this law, to limit external interference that plays a major role in determining the form of economic policy.”
Qasim went on to say that "Iraq has not made any developmental and economic progress since 2003, because successive governments were and still are unable to advance the Iraqi economic reality."
