The Ministry of the Interior receives 150,000 reports regarding "offensive content."

The Ministry of the Interior revealed that it had received 150,000 reports of offensive content through its online platform, at a time when jurists believe that the innocent have the right to claim compensation as a result of being held accountable for a false or untrue report.
Director of Legal Relations and Media in the Ministry, Colonel Omar Khalil Ismail, a jurist, stated in an interview with "Al-Sabah" that "the Ministry has established an electronic platform, "Balag" for reporting media content published on social networking sites, which includes offense to public taste and carries negative messages that offend modesty and destabilize stability. community,” indicating that it had “received 150,000 reports regarding this type of content, through which the ministry filed 31 lawsuits with the competent courts.”
Ismail explained that "arrest warrants were issued against two defendants accused of offensive content a few days ago, and there is a continuation in monitoring offensive content through social networks."
Legal expert Dr. Wael Munther Al-Bayati said: “The establishment of the “Report” platform is a kind of use of modern technology in involving citizens in the issue of reporting what is considered crimes in a specific aspect, especially with regard to the issue of promoting acts contrary to public morals or public order by through social communication.
Al-Bayati added, in an interview with "Al-Sabah", that "the platform needs to clarify the legal guidelines regarding the issue of reporting, what are its limits, and the legal responsibility of the whistleblower," noting that "this includes whether there is a right for an individual to inform or report a violation or the existence of a specific crime.
And the expert added, "At the same time, the whistleblower must bear the legal responsibility if the communication is false or untrue, just as there is a right for anyone who is exposed to such reports that may lead to his accountability from the legal side, with the absence of proof that he committed a violation. The right to claim compensation for the damages incurred and to hold the reporting person accountable, so that the (platform) is highly effective and achieves the primary purpose of protecting public order and the societal system.
Al-Qanuni continued by saying: “What is lacking in the system is defining the criteria adopted by the Ministry of Interior in the matter of filtering communications, and what are the legal limits of the committees responsible for this issue, and is the filtering of submitted communications subject to supervision and who is the authority that monitors them,” pointing out that “these matters need to be addressed.” Clarification through the websites of the Ministry of Interior, to be in front of a kind of use of technology in a modern way to consolidate the process of the rule of law and preserve the societal system.
For his part, Masrour Aswad, a former member of the Human Rights Commission, sees the increase in the number of complaints as "evidence of a decline in the cultural and social level in the country," as he put it.

Aswad concluded by saying, "The Ministry of the Interior must work to educate citizens about the dangers of publishing offensive films and pictures on social media, in conjunction with the enforcement of penalties, because many of them are unaware of the existence of these strict legal penalties."
