The number of complaints submitted to the "Balag" electronic platform regarding offensive content, which was launched by the Ministry of the Interior on January 10, has increased, while the call for legislation to combat cybercrime has been renewed.
The director of legal relations and media in the ministry, Colonel Omar Khalil Ismail, said in an interview with "Al-Sabah": that the ministry has established an electronic "Balg" platform for reporting media contents published on social networking sites, which include offense to public taste and carry negative messages that offend modesty and destabilize societal stability. He indicated that it had received 152,000 reports regarding this type of content, and had taken 44 legal measures through it.
For his part, legal expert Ali Al-Tamimi saw that there is no clear definition of the difference between criticism and criticism with the widespread use of social media, noting that the Penal Code clearly distinguishes between insult, defamation and defamation.
Al-Tamimi explained to “Al-Sabah” that criticism is intended for reform, correction and goodness, and it is devoid of the moral crime element that is the basis for crimes of insult, defamation and defamation, while criticism is blame, revealing the hidden and spreading laundry, it is attributing an incident to a person that if true made him a subject of contempt in his people Also, it hurts feelings.
He called for the need to establish a special section in the Media and Communications Commission, which would serve as an amendment to Law No. 65 of 2004, which includes a number of media and law specialists to monitor what is published and be linked to the Executive Director of the Commission. This section is linked to other security agencies that receive information from it.
He added that Article 403 of the Penal Code punished with imprisonment for two years and a fine for negative publication, indicating that Iraq needs to legislate the Anti-Cybercrime Law to be a solution to such common crimes.
