An informed source revealed, on Tuesday (August 29, 2023), the existence of an alternative plan that includes moving the headquarters of the Iranian Kurdish opposition factions from the border areas with Iran to camps inside the region.
The source said, "The plan will be supervised by the United Nations and includes moving the headquarters of the Iranian parties from the border areas of Penjwin, Koya and Joman to other regions and setting up camps for them."
On the other hand, the leader of the Patriotic Union of Kurdistan, Ghiath Surji, ruled out handing over the opposition to Iran.
Sorji said, on Tuesday (August 29, 2023), that “it is not from the moral and humanitarian aspect to hand over refugees to the governments of their countries, and if this matter was possible, the countries in which we resided would have handed us over to Saddam Hussein’s regime at the time.”
He pointed out that “there is a great possibility that includes opening camps under the supervision of the United Nations and housing all opposition party members and their families inside those camps, away from city centers.”
Yesterday, Monday, Tehran warned that it would assume its “responsibilities” if Iraq did not honor its pledge to “disarm” the Iranian Kurdish opposition groups present in the Kurdistan region by September 19.
Iranian Foreign Ministry spokesman Nasser Kanaani said during a press conference, “Based on the agreement between the governments of Iran and Iraq, the Iraqi government is committed to disarming armed terrorist groups in Iraq, evacuating them from their existing military barracks, and transferring them to camps designated by the Iraqi government until September 19, 2023.” He stressed, “This date will never be postponed.”
Iran has demanded several times the Iraqi government and the Kurdistan region to disarm the Kurdish parties stationed in the Kurdistan region, otherwise it will attack their camps inside Iraqi territory.
The former secretary of the Iranian Supreme National Security Council, Ali Shamkhani, signed a security agreement with his Iraqi counterpart last March, a large part of which was allocated to the Kurdish parties opposing Iran in the Kurdistan region and an emphasis on their disarmament.
Since that time, the Iranian authorities have repeatedly asked Iraq to abide by the provisions of this agreement.

"Evict them or else"
And when this agreement was not implemented, the Chief of Staff of the Iranian Armed Forces, Mohammad Bagheri, came out threatening that “if the governments of Iraq and the Kurdistan region do not implement the terms of the agreement, the Islamic Republic will intensify its operations against these opposition parties.”
Bagheri's intimidation comes days after the visit of the National Security Adviser, Qassem Al-Araji, to Erbil, during which he discussed the procedures for the security situation between Iraq and Iran.

Last March, Baghdad and Tehran signed a security memorandum regarding the protection of the common borders between the two countries, and “the consolidation of joint cooperation in several security fields.”
The security agreement provides for three paragraphs, which are preventing the infiltration of militants after the deployment of border guards, handing over wanted persons after issuing arrest warrants in accordance with the law, and disarming and removing the camps.
Tehran requests international cooperation
On August 4, the Iranian ambassador to Baghdad, Muhammad Kazem Al Sadiq, demanded, in a meeting with a UN official, the cooperation of the United Nations in what he described as “the disarmament of Kurdish parties opposing the regime of the Islamic Republic.”
And according to the Iranian News Agency, Muhammad Kazem Al Sadiq said, in an interview with Jeanine Hennis-Plasschaert, the Special Representative of the Secretary-General of the United Nations in Iraq, that the Kurdish parties opposed to Iran are active in the Kurdistan region of Iraq, calling on the United Nations to cooperate with his country to establish security on Iran’s borders. .
Blaskhart, for her part, responded that Iran and Iraq should have "the greatest degree of coordination and cooperation" in the field of security issues, according to what the Iranian agency quoted.

Last year, the Iranian Revolutionary Guard bombed several sites in the Kurdistan region, with missiles and marches, following accusations made by Iran against the Kurdish opposition parties of being behind the protests that erupted since the death of the Kurdish young woman, Mahsa Amini, last September.

The bombing of the Iraqi border areas resulted in the killing and wounding of dozens of civilians, in addition to the displacement of many villages.
