The Ministry of Environment announced the focus of the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28) on the voluntary carbon market as one of the most important topics of the main discussions.
Director of the Ministry's Climate Change Directorate, Yousef Moayed, said in an interview with "Al-Sabah": "The conference, which will be held in the Emirates next December, will focus on implementing special agreements regarding a new fund for losses and damages, which focuses on countries at risk, with an emphasis on addressing environmental impacts." and adaptation needs.
Moayad added that “the Paris Rules book will gain momentum in the next session,” noting that “the government is working to develop a core negotiating team at the conference consisting of 13-18 people representing the ministries of environment, agriculture, finance, planning, oil, electricity, industry, education, higher education, housing, and reconstruction.” , to negotiate the topics of net zero carbon, mitigation, carbon sink, voluntary carbon market, adaptation, losses and damages, climate finance), technology transfer, capacity building and transparency.
Youssef stated that “the government will update its position paper at the last conference held in Sharm El-Sheikh in the Arab Republic of Egypt based on discussions with the main negotiators, in addition to broader discussions with various stakeholders,” noting that “the discussion extended to two important issues in The two position papers during the upcoming conference are to call for a special negotiating group of countries that are doubly affected by conflicts related to climate change, and to make efforts on capacity building.”
The Director of the Directorate of Climate Change in the Environment explained that “the next conference will focus on a specific methodology to confront climate challenges, as well as strategic reports on technology transfer, procurement, financing, scientific research and development, strategic energy delivery policy planning, and fair, safe and sustainable energy systems,” stressing the need to “consider data and statistics.” And policies that contribute to shaping the global climate landscape, as the conference may provide the opportunity to re-evaluate global commitments, enhance cooperation, and set ambitious goals to achieve a sustainable, low-carbon future by integrating insights from different sources, addressing bottlenecks, and prioritizing strategic focus areas where a comprehensive roadmap can be developed to address the challenges.
