    A member of the Natural Resources Committee in the Kurdistan Parliament in the previous session, Jihad Hassan, considered today, Sunday (November 12, 2023), that the solution to the region’s problems with Baghdad is to approve the oil and gas law, while he indicated that the Sudanese “cooperate” and are trying to solve the problems, but there are parties that are trying Creating crises.
    Hassan said in an interview with "Baghdad Today" that "no specific party, whether the federal government or the regional government, can act alone, and therefore no prime minister can impose his influence on the oil and gas issue."
    He added, "Prime Minister Muhammad Shiaa Al-Sudani is a person who wants to solve problems and does not want to impose force on the region. He is very cooperative, but there are parties trying to create crises between the federal government and the regional government."
    He pointed out that "approving the oil and gas law will end all the permanent problems, complications and disputes between Baghdad and Kurdistan, as it is the guarantor of everyone's rights, and it must be approved as soon as possible."
    Observers say that the essence of the dispute is due to a type of dispute over sovereignty over oil rights, production, and revenues. While Baghdad wants all rights to be vested in the central government, so that the revenues end up in one account subject to the supervision of the central government, the Kurdistan region authorities want to have the right to contract with foreign companies, and for the revenues to go to their own accounts, and not be subject to the Baghdad authorities.
    The main disagreement is in the interpretation of the Constitution. While the Constitution stipulates that “current” wells or fields are managed jointly between the regional government and the federal government, the Kurdistan Region believes that this paragraph applies only to fields that existed or were described as “current” in 2005 when Adopting the constitution, it does not apply to all fields and wells that are later discovered in the region, and it must be managed by the Kurdistan government only.
