    Baghdad today - follow-up
The Minister of Electricity, Ziyad Ali Fadel, said today, Monday (November 13, 2023), that the import of Iranian gas continues without faltering, while noting that the Iraqi government signed a memorandum of understanding with Turkmenistan to supply Iraq with 25 million cubic meters of gas per day through Iranian pipelines.
The minister stated in an interview followed by “Baghdad Today” that the need for gas is still ongoing due to the need for gas stations that generate around 7-8 thousand megawatts, and this need came due to the delay in the Ministry of Oil’s previous plan to establish Iraqi gas investment projects, and we have seen it in the current ministry. We are serious about establishing them, and there are those who wonder why Iraq established gas stations. We implemented them after the Ministry of Oil confirmed that its need for gas would be met within years, which was not the case, as well as to diversify energy sources to meet the local need.
Regarding the agreement to replace Iranian gas with Iraqi black oil to end the problem of lack of flows, the minister affirmed, “With regard to the agreement with Iran, it was made due to the faltering financial payments from the Iraqi Trade Bank as a result of the American sanctions that caused a prolongation of the auditing process, and debts accumulated to reach 11 billion dollars.” The agreement came to overcome this stumbling block and ensure the continuation of gas flows, and stipulated that Iraq would pay the dues with quantities of surplus black oil.
He added, "This procedure is not new. For years, the Ministry of Oil has been paying the dues of foreign companies operating in the fields using the same mechanism, and the Iranian side is now continuing to flow gas without faltering at a rate of 40 million cubic meters per day, while the total need is 55 million cubic meters."
Regarding the diversification of gas sources, Minister Fadel explained, “The Iraqi government went in two directions, the first towards Turkmenistan, and a memorandum of understanding was recently signed with it to supply Iraq with 25 million cubic meters per day of gas. Due to the geographical distance, the gas will be transported through Iranian pipelines, as there is no direct pipeline network between Iraq and Turkmenistan.” We are now in the process of determining costs according to international price equations, and then there will be an exchange agreement with Iran through which it will supply gas from Turkmenistan, and Iraq will be given the same quantities through pipes shared with us in exchange for small, agreed-upon fees, and these quantities have nothing to do with 40 million meters. Cube that reaches us from there under the agreement to swap Iraqi black oil for Iranian gas.
