An Iranian presidential official confirmed that the United States has until mid-April to respond to a “second memorandum” sent by the Iranian Ministry of Foreign Affairs requesting arbitration between the two parties in the file of the assassination of Qassem Soleimani.
Director of the Center for Legal and International Affairs of the Presidency of the Republic, Tawakkol Habibzadeh, said that “after not receiving the American response” to a first memorandum to negotiate the Soleimani assassination file based on the 1973 agreement, the Ministry of Foreign Affairs sent a second memorandum to the Americans requesting arbitration between the two parties
. “In accordance with Article 13 of the 1973 Convention (the Convention on the Prevention and Punishment of Crimes Committed against Persons Enjoying International Protection, Including Diplomatic Officials), “a negotiation memorandum is first sent to the other party, and if there is no response to that, the second memorandum is sent requesting arbitration between "Both parties."
He explained that "the second memorandum was sent by the Iranian Ministry of Foreign Affairs to the United States about a month and a half ago, requesting arbitration between the two sides, and "they have an opportunity until the end of April 2024" to respond to it."
