    In the balance of popular evaluation of Parliament’s performance over the past years, it has become common among popular circles to believe that Parliament and political forces are quick to legislate laws that are in their interest and are slow regarding legislation or other steps that may affect, in one way or another, the interests of citizens.
    Since the termination of Parliament Speaker Muhammad al-Halbousi’s membership by a decision from the Federal Court in mid-November, more than 50 days have passed so far, and the political forces have still not decided on the election of a new Speaker of Parliament, especially with popular fears about the impossibility of legislating many of the awaited laws or re-voting. On the schedules of the 2024 Budget Law or the People with Disabilities Law, before the Parliament Speaker’s file is resolved.
    Concerns and appeals were raised regarding the unconstitutionality of carrying out any legislation in the absence of a Speaker of Parliament, as the Constitution stipulates that Parliament appoints a Speaker in its first session. However, the Federal Court issued an explanation that it is not permissible to suspend Parliament until a new Speaker of Parliament is elected.
    With the end of the provincial council elections, which was the first justification for preoccupation with the installation of a new speaker of Parliament, as well as the end of the legislative recess of Parliament starting today, which was the second justification for postponing the election of a speaker of Parliament, indications still indicate that it is not possible to resolve this issue soon.
     MP from the Badr parliamentary bloc, Karim Aliwi, confirmed today, Saturday (January 6, 2024), that there is no political agreement on naming the new Speaker of the House of Representatives.
    Aliwi told "Baghdad Today", "Despite the preparation for the resumption of parliamentary sessions and the end of the legislative recess, until now there is no agreement between the political forces on naming the new Speaker of Parliament, and the differences are still as they are without any solutions."
    He stated, "After setting the parliamentary session, this may be an incentive and a factor for launching new dialogues and negotiations between all political parties in order to speed up the naming of the new speaker of the House of Representatives. Perhaps during these negotiations an agreement will be reached, and during the next two days the picture will become more clear."
    Earlier today, Saturday (January 6, 2024), the Iraqi Council of Representatives called on representatives, committees, and parliamentary blocs to resume their legislative and oversight work due to the end of the legislative recess, and the start of the legislative term starting next Tuesday, corresponding to January 9, 2024.
    For his part, the leader in the coordination framework, Ali Al-Zubaidi, revealed the freezing of dialogues between the blocs and political parties regarding agreement on the new speaker of parliament, suggesting that the dialogues will return again after the approval of the election results, so that they will be part of the negotiations to form local governments.
    Observers believe that the “delay” in accelerating the election of a new speaker of Parliament may be due to the lack of “rush” by the forces of the Coordination Framework to abandon the position, which is run by Mohsen Al-Mandalawi, acting, who is one of the members of the Coordination Framework, as the framework currently dominates the position of Prime Minister and Speaker of Parliament, which is This means dominating two-thirds of the positions of the three presidencies, but another opinion indicates that the delay in deciding the position is linked to the completion of the distribution of positions in local governments after the formation of the provincial councils, so that one of them would be a pressure card for the other file, especially with the continuing disputes between the Sunni forces over the position of presidency of Parliament.
