    Shafaq News/ Today, Wednesday, Iraqi Prime Minister Muhammad Shiaa Al-Sudani chaired the sixth regular session of the Council.  
    According to a statement issued by Al-Sudani’s office, received by Shafaq News Agency, during the session the general situation in the country was discussed, a number of basic files were discussed, the topics on the agenda were discussed, and the necessary decisions were taken regarding them.

    He added that, in compliance with the government’s commitment to what was stated in its ministerial curriculum, the annual report on the work progress stages of the government program was approved and referred to the House of Representatives, based on Article (38/First) of the internal regulations of the Council of Ministers.
    In the process of resolving the issue of contractors in state ministries, it was decided to oblige the Ministry of Finance to the number contained in Council of Ministers Resolution No. (378) of 2021, with regard to confirming the contracts of employees of the Ministry of Electricity.
    Regarding the energy file, the Council voted to approve the following:
    1. Exemption from the criteria for qualifying international companies for licensing rounds and the standards set forth in the letter of the Prime Minister’s Office dated August 3, 2023.
    2. Authorizing the Ministry of Oil to negotiate according to the single offer method, as an exception to the contracting methods stipulated in the provisions of Article (3) of the Government Contracts Implementation Instructions (2 of 2014), provided that the aforementioned Ministry bears responsibility for the validity, soundness and accuracy of the contractual procedures.
    The invitation to Kazprom Company was also approved in the form of a single offer. To implement the integrated development project for the Nasiriyah field, as an exception to the justifications of Article (Three/Six) of the Government Contracts Implementation Instructions (2 of 2014) and the standard documents attached thereto, the Ministry of Oil is responsible for the validity, safety and accuracy of the contractual procedures.
    The Council approved what was stated in the letter of the Ministry of Health, dated February 1, 2024, regarding the vaccination campaign with the mixed measles vaccine, with the addition of an amount to the Kurdistan Region of Iraq, according to the proportion of the region approved in the Federal General Budget Law.
    The Pharmaceutical Council’s proposal, composed in accordance with Paragraph (3) of Council of Ministers Resolution (23151 of 2023) regarding the implementation of the aforementioned decision by factories, was approved, to be as follows:
    1. For national private factories, which are classified as C/, a deadline is given until the end of August 2024 to advance and reach a higher classification.
    2. For national government factories, which are classified as C (Samarra and Akai companies), a deadline is given until the end of December 2024 to upgrade and reach a higher classification.
    3. Regarding reaching the CGMP, a pledge is taken from all factories to implement the CGMP requirements by the end of 2025 and not to grant renewal to any factory for which the CGMP accreditation is not approved.
    Within the framework of organizing diplomatic work, it was decided to cancel the Council of Ministers’ decision (23103 of 2023) regarding the transfer of the Consulate General from the city of Gaziantep to the Turkish state of Mersin, and not to transfer it to the Turkish state of Mersin, according to what was recorded in the letter of the Ministry of Foreign Affairs dated December 6, 2023.
    In the same vein, a vote was taken to approve the opening of a trade attaché on the African continent, with its headquarters in the Republic of South Africa, based on the provisions of the Constitution and the instructions for the formations and tasks of the Ministry of Commerce (2 of 2014).
    As part of the government effort to implement service projects in the governorates, speed up their completion, and address the causes of delay, the Council approved a number of decisions, as follows: 
    Firstly:
    1. Increasing the reserve percentage for the contract (completion of the construction of Chibayish General Hospital (100 beds) / second phase / marshes recovery program) by (11.442%) after rounding to become (178.332%) instead of (166.89%).
    2. Increasing the total cost of the project (completing the construction of Chibayish General Hospital (100) beds / the second phase / marshes recovery program) by (883,000,000) dinars (after rounding, to become (28,315,000,000) dinars after rounding instead of (27,432,000,000) Dinar, with an increase rate of (3.22%) after rounding on the adjusted total cost and an increase rate of (194.15%) after rounding on the approved total cost.
    3. The Ministry of Health bears the accuracy and validity of the data and information sent to the Ministry of Planning, and the relevant committees in the Ministry of Health bear responsibility for the prices and specifications contained in the list of required spare parts that were provided to the Ministry of Planning; Being the competent authority for this, it also bears responsibility for the repeated issuance of spare orders for the project and the inaccuracy in determining the actual needs and preparing statements accordingly, in addition to bearing responsibility for including operational paragraphs in the list that was provided to the Ministry of Planning.
    secondly:
    Approval of the recommendations of the minutes of the meeting (36) of the Diwani Order Committee (45 of 2018) regarding establishing the necessary means, mechanisms and solutions to complete public hospital projects, recorded in the letter of the Ministry of Planning dated February 1, 2024, and approving what was stated in the request of the Ministry of Planning in its letter dated February 5, 2024.
    Third:
    Amending (Item Two/Paragraphs (1 and 2) of Cabinet Resolution (24042 of 2024) regarding the project, rehabilitation and expansion of the four entrances to Baghdad, to become as follows:
    1. Approval of the opinion of the consulting body recorded in (Second) of the letter of the Ministry of Planning, dated February 1, 2023, regarding not dividing the works required by the spare orders for the (Baghdad - Abu Ghraib) and (Baghdad - Baqubah) entrances, as they are overlapping works with The original contracting works require implementation in one stage. 
    2. Retaining paragraphs (first, third, fourth, fifth, and sixth) of Cabinet Resolution (24042 of 2024).
    Fourthly:
    1. Increasing the reserve percentage for the contract (Al-Zahraa Interchange Construction Project in Najaf Governorate) by (31.177%) to become (84.764%) instead of the previously revised percentage of (53.587%).
    2. Increase the total cost of the main project to become (63,684,917,000 dinars), instead of (53,166,360,000 dinars), with an increase of (19.78%) of the total cost.  
    3. Najaf Governorate bears full responsibility for the new paragraphs added to the original statement and the amounts in excess of the costs approved for the project.
    Fifth:
    1. Creating a component (supplementary works for the project to establish internal departments/m2) at a total cost of (16,672,417,300 dinars), within the project (construction of internal departments/m2) indicated in the investment budget for the year 2023 for Dhi Qar University.
    2. Increasing the total cost of the aforementioned project to become (17,764,539,355 dinars), instead of (10,960,000,000) dinars, with an increase rate of (62.1%) after rounding off the reduced total cost.  
    3. The Ministry of Higher Education and Scientific Research is responsible for the validity and accuracy of all data and information submitted to the Ministry of Planning.
    Sixthly:
    1. Creating a component (supplementary works to establish a correctional complex in the southern region of Basra) within the project (establishing a correctional complex in the southern region of Basra) at a total cost of (43,361,361,100) dinars, including the amount of reserve, supervision and control.
    2. Creating a component (supplementary works to establish a correctional complex in Diwaniyah) within the project (establishing a correctional complex in Diwaniyah) at a total cost of (41,995,088,065) dinars, including the amounts of reserve, supervision and control.
    3. Increasing the total cost of the project (establishing a correctional complex in the southern region of Basra) by (18,114,000,000) dinars, after rounding, to become (48,114,000,000) dinars,, after rounding, instead of (30) billion dinars, with an increase of (60.38%) ) on the total cost of the project.
    4. Increasing the total cost of the project (construction of a correctional complex in Diwaniyah) by (15,787,000,000) dinars, after rounding, to become (45,787,000,000) dinars, after rounding, instead of (30) billion dinars, with a percentage increase of (52.62%) over the total cost. For the project.
    5. The Ministry of Justice bears the accuracy and validity of the data and information provided to the Ministry of Planning, and the party that prepared and audited the tables of quantities, and the pricing committees, bear responsibility for the prices and specifications contained in the tables of quantities.
    Seventh:
    1. Increasing the total cost of the project (establishing medical centers for cancer tumors and heart diseases) by (5,635,685,970) dinars, to become (21,840,075,590) dinars,, instead of (16,204,389,620) dinars, that is, an increase of (34,778%) .
    2. Increasing the reserve percentage for the project, the details of which are confirmed in the Ministry of Planning’s letter numbered (4/6/2776), dated 1/22/2024, to become (48.03%) instead of (8.86%).
    3. Imposing a violation on Diyala Governorate that included issuing spare orders without a financial ceiling within the total cost allocated to the project.
    4. Diyala Governorate emphasized the need to pay attention to plans and designs when preparing similar projects in the future to avoid spare orders.
    5. Diyala Governorate is responsible for the accuracy of the data submitted to the Ministry of Planning and the procedures taken by it, in accordance with the powers and instructions in force.
    Eighth:
    Increasing the contract cost by (11,598,000,000) dinars, so that the contract cost becomes (32,585,000,000) dinars, instead of (20,987,000,000) dinars, that is, with reserve materials number 7) with an increase rate of (55.262%). This requires an increase in the total cost of the main project. (Preparing materials to support the transmission of electrical energy in Basra, number 8) Al-Marj, in front of tab (3-47-1-2-12-5-23) in the amount of (9,904,610,000) dinars, so that the total cost becomes (67,450,610,000) dinars, instead of (57,546,000,000) dinars, provided that the full financial allocation of the contract amount is available from Basra Governorate; To ensure implementation within the specified period and completion of the project.
    Ninth:
    1. Increasing the total cost of the project (constructing a 50-bed hospital in Diyala/Mandali Governorate) by (4,869,978,650 dinars), to become (19,317,266,100 dinars), instead of (14,447,287,450 dinars), with an increase rate of (33,708%) Of the total cost.
    2. Increasing the reserve percentage for the project (building a 50-bed hospital in Diyala / Mandali Governorate), the details of which are recorded in the Ministry of Planning’s letter numbered (4/6/2777) dated 1/22/2024, to become (44.733%) instead of (10%) ).  
    3. Emphasis on Diyala Governorate’s attention to plans and designs when preparing similar projects in the future to avoid spare orders.
    4. Diyala Governorate is responsible for the accuracy of the data submitted to the Ministry of Planning and the actions taken by it in accordance with the powers and instructions in force.
    Tenth:
    1. Increasing the reserve amount for the project contract (developing and paving the two-way and outbound sides of the Kut-Maysan entrance with a length of 6 km, with the implementation of conveyor lines for rainwater sewers and a lifting station and rehabilitation of the electrical network in the Kut district) because the required works are complementary to the original contract, so the percentage of increase is over the amount The monitored reserve (50.62%) became (53.105%) instead of (2.48%) after part of the monitored reserve was exhausted during the referral.
    2. Increase the total cost of the main component and project (18,686,475,356 dinars), by (14.65%), so that the total cost of the main project becomes (146,221,448,900 dinars) instead of (127,534,973,544 dinars).
    3. Wasit Governorate bears responsibility for the accuracy and validity of the data and priorities sent to the Ministry of Planning.
