The Iraqi government submitted a request to host the Arab Summit for the year 2025, making it the fourth summit hosted by Baghdad after 1979, 1990, and 2012.
Government spokesman Bassem Al-Awadi said: “The isolation that Iraq suffered during the previous regime, and the war on terrorism, did not provide the opportunity to rehabilitate the state’s basic infrastructure, allowing it to host important and large regional and global events.”
The academic and researcher in political affairs, Abdulazizi Al-Issawi, explained in an interview with “Al-Sabah” that “internal and external messages may be sent by the Arab Summit if it is held in Baghdad.”
Al-Issawi said: “Hosting the Arab summit in Baghdad will have the effect of sending more than one message, including an external message that Iraq is no longer affected by regional events, but rather began in 2020 to play an influential and mediating role and receive Arab leaders and others,” adding that “Iraq wants to deliver a message.” “The transition that occurred in diplomacy is an approach that will continue as the isolation of previous years is broken.”
He continued, "Increasing the diplomatic influence of any country will increase its economic, sporting, social and other activities."
Al-Issawi continued, “The Arab Summit is the most important summit hosted by Iraq, and in 2012 the previous Baghdad Summit was held in critical security conditions,” noting that “Iraq has achieved successes and political stability that will enable it to invest on the external level.”
Al-Issawi touched on the internal factor by saying: “The government wants to convince citizens that it is not only service, and that its role is not local,” noting that “the Arab summit will give Iraq a greater role in conjunction with the decline in the role of regional and Arab countries that are preoccupied with internal and external conflict, and Iraq today is better than Iraq yesterday, after regional and Arab countries were placed in a critical situation imposed by the war in Gaza.”
Meanwhile, the political advisor to the Prime Minister, Fadi Al-Shammari, told “Al-Sabah”: “The request to host the next Arab summit reflects Iraq’s desire to contribute effectively to Arab affairs and enhance its role in promoting cooperation and achieving development.”
Al-Shammari stated that "the security stability achieved in Iraq is a key factor in attracting international and regional summits."
While the academic and researcher in political affairs, Haider Ali, saw that “Iraqi diplomacy is establishing a new phase, which is changing the Iraqi political discourse, sending reassuring messages to the Arab environment, and expressing a real Iraqi desire to be linked to interests and obtain a degree of empowerment in performance.”
Ali stressed, to “Al-Sabah,” “the role of productive diplomacy, whose outputs include the strength of the foundations of the state’s foreign policy, considering it one of its effective tools,” pointing out that “Baghdad’s hosting of the Arab Summit is one of the data for the success of the Iraqi diplomatic path and an addition that could be a qualitative addition to the diplomatic strategy.” Iraqiism, which depends on continuity and the ability to choose between alternatives.”
He continued, "The summit in Baghdad may be an important entry point that adds to the elements of Iraq's strength and effectiveness in its Arab regional environment, and it has several indicators, perhaps the most prominent of which is the reflection of the Arab consensus at the summit, centered in Baghdad, on the Arab decision." He pointed out that "Iraq's principled positions on the Palestinian issue, and the ability to... “Iraq is committed to playing the role of pivotal mediator between the active parties in the region, in addition to the moral aspect of the summit and its holding, as this indicates Iraq’s status within its vital Arab sphere.”
Ali pointed out that “the most important of these is acceptance of the other, that is, the extent to which the Arab incubator accepts Iraq’s return to its normal status and weight, even if it is relative,” and stressed that “all of these facts, including the holding of the summit in Baghdad, will be linked to a group of determinants, the most important of which is Iraq’s possession of the independence of its political decision.” And the ability to create its own regionally linked security and foreign policy strategies based on neutrality and distancing itself from axes.”
