“Hidden commissions” on electronic fuel cards, contrary to what is advertised.. To whom does 100 million dinars go daily?

Contrary to what the Ministry of Oil and the Petroleum Products Distribution Company announced on more than one occasion, citizens indicated the existence of “hidden” deductions when filling fuel using electronic payment.
While Iraq is moving to expand the use of electronic payment, observers believe that starting the electronic payment process with “deception” is a bad start if it is proven that “hidden” commissions are being deducted, contrary to the claims of officials in the Ministry of Oil and the government that commissions are not being deducted.
One of the citizens spoke to “Baghdad Today” about his experience, after paying the amount of filling fuel for his car by card at one of the stations that operates electronic payment, noting that when he received the amount received by “Al-Buzraji”, the amount mentioned in the receipt was the amount of filling only. Indeed, when examining the amount on the card, it will be discovered that there is a difference between the money in it before and after the electronic payment process for filling fuel, meaning that an additional commission has been deducted from it other than the amount mentioned in the message and receipt.
He added, "The matter was repeated with him several times and with other citizens, but the value of the commission cannot be known except after checking the balance available on the card before and after filling the fuel because it is in dinars and a symbolic commission."
The size and percentage of the deducted commission is not known, but if it is equal to the commission rate for withdrawing the salary, which is 6 per thousand, this means that when filling fuel for 25 thousand dinars, the commission will be 150 dinars.
In the latest announced figure for the amount of fuel made by electronic payment, the Ministry of Oil says that it reached 13 billion dinars per day last January. This means that the value of the commission will reach at least 78 million dinars per day, which will perhaps go to the electronic payment company, and a small part of it may go to the banks.
Daily fuel sales amount to about 40 million liters of various types, and if electronic payment is fully applied to all citizens, this means that sales by electronic payment will reach more than 20 billion dinars per day. This means that the commissions taken will amount to more than 120 million dinars per day, according to an analysis. Digital conducted by “Baghdad Today”.
Citizens recall the extent of corruption in deducting large amounts of commissions from electronic payment companies when distributing salaries. Even Prime Minister Muhammad Shiaa Al-Sudani himself admitted the size of the commissions and stressed the necessity of opening the door to competition for new electronic payment companies through the offers they present with the lowest possible percentage of commissions. However, the issue was kept silent months after the government announced its intention to find other competing companies.
