The woman in her thirties was surprised by the recurrence of this situation with other pharmacists, which necessitated her to return to the pharmacy next to the doctor with the “prescription”, from which she was forced to leave and not buy the treatment from her because of the high price she asked for, and because she did not have enough money to buy the treatment from that pharmacy. She decided to wait, despite her desperate need.
Umm Adam says, "The pharmacists tried to read the prescription, but they could not, because of the coding of the prescription and the adaptation of its language in favor of one pharmacy by agreement, which was what one of the pharmacists informed me of, and asked me to return to the pharmacy to which the doctor sent me."
Those encrypted prescriptions that carry incomprehensible scribbles and signs can only be deciphered by that pharmacist who secretly agrees with a doctor, in exchange for exaggerated prices, without taking into account the patient’s situation and whether he has enough money or not.
Three years ago, the Ministry of Health tried to combat the phenomenon, by launching the electronic medical prescription project, but the project has not yet been applied to all doctors, as everyone is trying to evade its procedures, and the written medical prescription still opens the door to all kinds of corruption.
Al-Alam Al-Jadeed newspaper contacted the Ministry of Health to find out the reasons for not recognizing the "electronic prescription" by doctors, but the ministry's spokesman, Saif Al-Badr, said very briefly that "the Doctors Syndicate is primarily responsible for this file," and refused. Make any other statement.
For his part, the head of the Doctors Syndicate, Jassem Al-Azzawi, says, "The constitution of professional behavior for doctors confirms that the writing of the prescription is very clear, and it is not permissible to encrypt or write in a mixing manner.
Al-Azzawi added, "The instructions were issued by the Doctors Syndicate Council, and it recommends printing the prescription instead of writing it because it is clearer, and almost a third of the doctors have responded to these instructions, and directives continue to use the electronic medical prescription to prevent any error in reading the prescription and to ensure that the correct medicine reaches the patient to prevent any suspicion of any dealings." sideways".
It is noteworthy that the Ministry of Health, during its statement regarding the launch of the electronic prescription project in 2019, confirmed that it includes providing the Syndicate with a list of the names of approved medicines in the prescription only, which must be examined, official and registered with the Ministry as part of its procedures for not dealing in smuggled medicines.
According to the statement of health at the time, the aim of implementing the project is to address the problems of the unclear font of the medical prescription, which results in several harms to the patient’s health, especially since errors in reading the prescription have become widespread, in addition to the fact that there is a lot of similarity between the names of some medicines.
For her part, Hana Raed, a 29-year-old pharmacist, confirms that "the pharmacist has no authority to complain about the prescription, it is the doctor's responsibility, and he must be held accountable, and we do not know the reason for not executing the electronic prescription."
She attributes the reason for not implementing it, to the fact that "there are prior agreements between the doctor and the pharmacy to monopolize medicines and patients, due to the great competition between pharmacies, which is spreading in abundance."
Iraq is witnessing an oversupply of pharmacists, as the head of the Iraqi Pharmacists Syndicate, Mustafa Al-Hiti, confirmed in September 2022 that the actual need is limited to 16,000 pharmacists, while there are more than 30,000 pharmacists in the country, while the syndicate expected the number of pharmacists to reach 100 in 2025. A pharmacist across the country.
Hana says, "The Medical Syndicate is a non-governmental institution and not affiliated with the state. It cannot force a pharmacist to abide by a specific law or subject it to its authority. Therefore, there are no oversight committees that exercise their role effectively."
She adds, an advocate for pharmacists, that "medical errors are possible and there is no relationship between coding the line by prescription and error, and sometimes it happens that the doctor's handwriting is not clear and the pharmacist cannot read it."
It is worth noting that the Minister of Health, Saleh Al-Hasnawi, announced in the middle of this month that the Council of Ministers issued a decision regarding drug security, with the aim of regulating the pharmaceutical labor market in the private sector in order to provide safe medicine subject to health conditions, and during the next 10 days the pricing and drug tracking system will be initiated. .
Recently, the prices of medicines have witnessed a sharp rise, which has led to citizens' complaints about the matter, especially in diseases that require long-term treatments, due to the change in the price of the dollar and its instability.
Meanwhile, the pharmacist (A.M.) is surprised by any talk about the electronic prescription system, because from his point of view, "it was used by very limited doctors in the past, not now."
He added, "There are no specialized oversight committees for inspection, as they do not care about prices or profits, even if they are high. Rather, they only carry out shameful procedures, such as authorizing the location and identity of the pharmacist."
Many citizens are still losing their lives due to their inability to pay money for treatment, and prices are rising due to the fluctuation of the labor market, as the Ministry of Health and the Doctors Syndicate still do not control the labor market in selling and promoting medicines, and most parties do not abide by the pricing set by the Syndicate.
