Administrative changes confuse Dhi Qar’s accounts... cracks in the local government’s relationship with the provincial council

Dhi Qar / Hussein Al-Amel
Revealing administrative changes made by the Governor of Dhi Qar to his assistants, and the President of the Governorate Council objecting to them and demanding that they be stopped, as signs of a rift in the relationship between the local government and its council, while a member of the Governorate Council indicated that the decision of the Chairman of the Council was issued without the knowledge of the rest of the members.
This comes against the backdrop of the issuance of orders to dismiss four assistants to the governorate and appoint others in their place by the Governor of Dhi Qar, Murtada Abboud Al-Ibrahimi, as the governor decided to end the assignment of Salah Mahdi Abdel Redha from the duties of the position of Assistant Governor for Services Affairs and assign Salama Kati’ Sarhid in his place, and to end the assignment of Ghassan Hassan. Hammoud from the position of Assistant Governor for Planning Affairs and assigning Razzaq Mahdi Ajil, terminating the assignment of Abbas Jaber Maktuf from the position of Assistant Governor for Follow-up Affairs and assigning Ahmed Jalil Zubairi, and terminating the assignment of Faisal Ali Al-Sharifi from the position of Assistant Governor for Administrative Affairs and appointing Muhammad Khaled Al-Ghazi in his place. In return, the head of the Dhi Qar Governorate Council, Abdul Baqi Al-Omari, sent a letter to the governor’s office demanding that the procedures for appointing new assistants be halted.
A document issued by the Presidency of the Governorate Council stated a request, “to take the necessary measures and stop the measures taken to dismiss, appoint or assign new assistants to the governor until a previous letter sent by the Council to the governorate is answered.”
For his part, a member of the Dhi Qar Governorate Council, Ahmed Ghani Al-Khafaji, said in an interview with (Al-Mada) that “the directive issued by the presidency of the council regarding stopping appointments was issued without the knowledge of the members of the council, and it expresses the opinion of the president of the council,” pointing out that he “saw the guidance letter.” Issued by the Council through the media.”
Al-Khafaji suggested that “the reasons that prompted the Council President to take such a decision resulted from information he received about some of the assistants, indicating that some of them did not meet the legal and administrative conditions and controls.”
Al-Khafaji ruled out that “this resulted from a fundamental disagreement between the governor and the head of the council.”
Regarding the nature of the political movement among the members of the Provincial Council and what is being raised about the tendency to form new blocs and coalitions aiming to change the political map in the governorate, Al-Khafaji said, “The disagreement among the members of the Council relates to the presence of a vision among some members regarding the formation of a section of the council’s special committees that is matched by a different vision and point of view,” and he added. “The division within the Council is only within this framework.”
A member of the provincial council who previously held the position of governor of Dhi Qar denied that “there are real efforts to form a bloc to change the administrations or the political map in the governorate,” indicating that “talk about forming a bloc is only what is rumored in the media.”
The new appointments, which apparently took place according to the party quotas approach, and the Council Speaker’s objection to them, aroused the interest of the continental street, as opinions varied regarding them. Some consider them a return to the approach of sharing the spoils of power through partisan quotas, while others see the illegality of the Council President’s objection to the new appointments as it is an exclusive prerogative. For the governor, as they say.
In turn, the head of the “National House” movement, Hussein Al-Gharabi, wrote in a blog post that “there are jobs that cannot be given to anyone, but rather have restrictions and conditions,” explaining, “For example, the position of advisor, assistant, or agent requires age, certification, experience, management, and knowledge of the details The position to be filled.”
Warning against favoritism at the expense of public money and public office.
It is noteworthy that on February 5, 2024, Dhi Qar Governorate completed the election of the government cabinet in a session held after two postponements at the police headquarters, as Abdel-Baqi Al-Omari from the Nabni Alliance was elected as President of the Governorate Council and Mortada Aboud Al-Ibrahimi from the National State Forces Alliance was elected as Governor.
Meanwhile, Mortada Joudah from Ishraqa Canon was elected as Vice-President of the Council, and Razzaq Kashish from State of Law and Majid Al-Atabi from the Nebna Alliance were elected as deputy governors. The entire government formation came from the Coordination Framework Forces, with Al-Omari topping the list of the Nabni Alliance and Al-Ibrahimi the list of the National State Forces Alliance for the Al-Hikmah Movement, while the positions of representatives were distributed between the State of Law coalition and the rest of the political blocs within the Framework Forces.
In mid-January 2024, academic and community circles in Dhi Qar discussed the challenges of the next stage facing the administration of the provincial council resulting from the results of the local elections. They pointed to the possibility of forming a coalition local government of traditional forces in accordance with the principle of political consensus. They warned of the street’s reactions to The Council failed to fulfill its electoral promises.
The results of the provincial council elections in Dhi Qar Governorate revealed that the Nabnai coalition topped the electoral lists with five seats out of 18, followed by the State of Law coalition with 4 seats, the State Forces Alliance, and the Machinery List with two seats each, while the remaining five seats were distributed among five entities: The Mission Alliance, the Civil Values Alliance, the Absher Ya Iraq List, the Iraqi Base Coalition, and the Ishraqa Canon List, with one seat for each entity.
