Cabinet decisions Session No. 7 in 10/28/2014

Cabinet held its seventh regular in Baghdad (Tuesday, October 28, 2014) under the chairmanship of Prime Minister Dr. Haider al-Abadi, issued by the Council and the following decisions:
1. The Council of Ministers decided the following:
1 / approve the formation of a committee headed by the General Secretariat of the Council of Ministers and the membership of representatives from the Ministries of (construction, industry, education, and planning) of not less than their degree Director General shall consider the grievances submitted by the general managers in the Ministries of Industry and Minerals and Alaamarwalescan on the death isolation imposed on them earlier decision of the Council of Ministers, in the light of the achievement rates achieved in the projects assigned to them.
2 / pull the hands of the Director-General appellant pending a later decision of the Council of Ministers in the light of the results of the Committee's recommendations.
3 / Committee on ending its work within thirty (30) days of the issuance of this resolution and to submit its recommendations to the General Secretariat of the Council of Ministers.
2. Approval of Mayati:
1 / authorization Foreign Minister Mr. (Ibrahim Karim Acikr Jaafari) the authority to negotiate and sign a draft exemption of diplomatic passport holders agreement, private or service feature access between the Government of the Republic of Iraq and the Government of the Republic of Armenia, according to the provisions of Article (80 / item VI) of the Constitution.
2 / the Foreign Ministry to prepare a document on behalf of the Government of the necessary authorization of the Republic of Iraq, Mr. Foreign Minister, in accordance with the approved contexts, and submit them to the General Secretariat of the Council of Ministers in order to obtain the signature of the Prime Minister.
3. Based on the decisions of the Council of Ministers on belonging to the state's role in Qadisiyah complex and the Green Zone, it was decided to evacuate the work of the occupants after the end of the reasons for the allocation, and the buyout decision evacuation and direct the necessary measures in accordance with the controls.
4. Approval of the amendment to paragraph (2) of the Council of Ministers Resolution No. (222) for the year 2012 as follows:

6. Approval of the draft accession of the Republic of Iraq to the United Nations Law of the immunities of States and their property from the jurisdiction of the Convention, and referred to the House of Representatives, according to the provisions of Articles (61 / first item, and 80 / item II) of the Constitution.
7. approve the recommendation of the committee formed under it Diwani No. (28) for the year 2014 on the development of plans and programs that aim to spread the principles of international humanitarian law and its implementation at the national level, as follows:
1 / Permanent National Committee of the International Humanitarian Law, which is one of the requirements of international norms for the formation of these committees as a prelude to the formation of the issuance of the Law Commission.
2 / ratify prepared by the Committee of the aforementioned documents which Daash terrorist gangs crimes for the purpose of international action based on the UN Security Council, which was issued under Chapter VII of the Charter of the United Nations decision to report.
8. agree to stop work to paragraph (2) of the Council of Ministers Resolution No. (497) for the year 2013 and, while improved security conditions, which states (obliging the Ministry of Industry and Minerals transfer of iron scrap accumulated in ministries and government institutions during the period of three months from the filing date the concerned party, and otherwise the ministry is authorized to sell, or to the private sector institution and according to the law, that the Ministry of Industry and Minerals supports the buyer owning factories locally competent to re-iron-making for the purpose of domestic consumption only).
