     Today, Thursday (June 27, 2024), Representative Salah Zaini Al-Tamimi identified 3 reasons preventing the dissolution of the Diyala Provincial Council, despite his failure to end the process of forming the local government and convening the council.
    Al-Tamimi said in an interview with "Baghdad Today", "The legal paths that determine the steps through which local councils are dissolved in accordance with the law of governorates not organized into a region begin by submitting an official request from a third of the council members, after which a session with a quorum is held to dissolve it."
    He added, "The current members of the Diyala Council do not have administrative or moral capacity. Any winning members have not received any salaries yet, and the confusion being raised in the street about dissolving the council is not based on any legal or constitutional justification."
    He pointed out that "no proposal was put forward to dissolve the Diyala Council, and it is just Facebook news that has no dimensions based on legal foundations," stressing that "in the end, a local government will be formed because the national will will be present in deciding its options despite the obstruction of some."
    For 5 months, Diyala has witnessed a chronic failure to agree on holding the first session of the council and forming the local government, due to the fragmentation of opinions into 3 parties regarding the local government and the personality of the governor, as the former governor, Muthanna Al-Tamimi, wants to return to the position again, especially since he is the largest winner in the number of seats in the governorate, while The other Shiite parties in the coordination framework want to replace Tamimi with a candidate from the State of Law coalition, while the Sunni parties in Diyala, which have a number of seats exactly equal to the number of Shiite seats in the Diyala Council, emerge as a third active element that wants to form the local government with a person nominated by him.
