    Everyone knows the closeness and loyalty of the current Foreign Minister, Fuad Hussein, to the leader of the Kurdistan Democratic Party, Massoud Barzani, and everyone knows that Hussein (like others in the party) has a priority in loyalty to the region and not to Iraq, despite holding high positions in the Iraqi state.
    These positions they held in Baghdad are, for them, nothing more than entitlements imposed by the quota policy that the Iraqi state has followed since the occupation until now, and we all witnessed these positions when the Kurdistan Region declared its secession from Iraq in the referendum that was implemented on September 25, 2017 during the term of former Prime Minister Haider al-Abadi.
    So do we expect Fuad Hussein and other Kurdish leaders loyal to Barzani to take positions that are consistent with the Iraqi state, and do we expect these leaders to stand with Iraq if they were given a choice between it and the region?
    There are many old and new positions of Fuad Hussein in many files that go in the direction of contradiction with the general direction of the Iraqi government, despite the fact that he is an important part of the government and holds the most important position in it by leading the Iraqi foreign file, for example the file of the foreign military presence in Iraq.
    For example, in 2020, Fuad Hussein was procrastinating on this file and taking personal positions that were consistent with the region, despite Iraq’s desire to expel these forces.

    At the time, a member of the Parliamentary Foreign Relations Committee, Mukhtar al-Moussawi, accused the Ministry of Foreign Affairs of procrastinating regarding the issue of the withdrawal of foreign forces.
    Al-Moussawi said, “Foreign Minister Fuad Hussein has not responded to the Foreign Relations Committee’s correspondence for more than two weeks regarding the foreign presence.”
    He added, "The file of the withdrawal of forces is extremely dangerous, and we warn against delaying their withdrawal from Iraqi territory."
    This matter was repeated with the deep Turkish penetration into Iraqi territory in the Kurdistan region, through Hussein’s silence regarding this penetration.
    Turkish forces occupied large areas in Dohuk Governorate, northern Iraq, under the pretext of pursuing the Kurdistan Workers' Party.

    Turkish forces took control of more than half of Dohuk Governorate under the watchful eye of the Kurdistan Regional Government.
    The Fatah Alliance criticized the position of Foreign Minister Fuad Hussein regarding the Turkish occupation of Iraqi lands in Dohuk Governorate in the Kurdistan Region.
    Alliance member Ali Al-Fatlawi told Al-Maalouma Agency, "Hussein's position is in line with the position of the ruling Democratic Party in the region to which he belongs, as well as the Kurdistan government, which have remained silent about the Turkish violations."
    He added, "If this matter indicates anything, it indicates that there is an interest between Erbil and Ankara that is pushing the government of the head of the Kurdistan Democratic Party, Masoud Barzani, to remain silent about what is happening."
    He added, "The Ministry of Foreign Affairs did not issue a strongly worded position or statement regarding the continued Turkish violations, stressing that "the Turkish forces continue their incursions into Iraqi territory amid silence from the governments of Baghdad and Erbil."

    He pointed out that "Turkey is not only carrying out military operations inside Iraq, but it is also occupying Iraqi lands under the eyes and ears of the federal government and the Kurdistan government."
