"Services Government" Approaches Its Second Year.. An Objective Evaluation of Al-Sudani's Successes and Challenges

The Parliamentary Transport Committee confirmed, today, Saturday (August 10, 2024), the success of the current Iraqi government in developing external roads and paying attention to this file, stressing the need for more attention to this file .
“The government has succeeded in developing many external roads between the governorates, and there is a clear and tangible improvement in these roads, through paving and tiling,” the head of the committee, Zahra Al-Bajari, told Baghdad Today. “Certainly, this matter has contributed greatly to reducing traffic accidents, which used to occur daily due to the deterioration of these roads,” she added. “We still need more attention to this file .”
She added, "There is governmental and parliamentary follow-up of all road projects being implemented in order to ensure that the projects are implemented according to the required specifications," noting that "any negligence by any company will expose it to accountability and questioning, so there will be no leniency in this matter at all."
Prime Minister Mohammed Shia al-Sudani has repeatedly stressed that his government is moving forward to fulfill its promises to implement service projects in Baghdad and the governorates. On May 27, 2024, the prime minister said, at the Rustumiyah, Al-Muhandisin and Al-Shaljiya bridges, as part of the first package of projects to ease traffic congestion in the capital, Baghdad, that his government is moving forward to fulfill its promises to the people and implement service projects in Baghdad and the governorates, indicating that "there are 4 projects at the level of bridges and overpasses in Anbar, Diwaniyah, Dhi Qar and Maysan, which will be opened within the next three months."
Al-Sudani called, according to a statement published by his media office and received by "Baghdad Today," on the Ministry of Construction and Housing to "continue infrastructure projects in all governorates within the government's vision, and in a way that prepares cities and governorates for an economic and developmental renaissance to build our new Iraq."
The service provision file has become a real crisis for previous governments since 2003 due to the mafia of corruption and fraud operations on contracts and projects, in addition to the absence of political will to provide services to the Iraqi people. Therefore, observers believe that since Al-Sudani assumed the premiership after a difficult labor in forming the government, it has sought to have an imprint that the citizen sees.
On this basis, the man focused his efforts on the services file to be a starting point for change and development, to build and open highways and bridges, rebuild hospitals, and conclude many contracts in the field of oil and gas-for-oil exchange with Tehran, in order to provide gas for power generation stations, and complete the budget for three years, in addition to preparing and getting ready to hold provincial council elections, on which the Iraqi people are counting to change their tragic reality.
Despite the relative satisfaction of the Iraqi society with the provision of public services, the Sudanese government has not addressed the “political foundations” of these services, which are still affected by political and partisan will and rampant corruption that does not allow for any progress towards reconstruction and infrastructure development, as the political forces themselves are the ones who exercise the role of dominance over the governmental scene, and have their hands in everything related to the government.
This report provides a confirmatory example. When Al-Sudani announced his intention to make a ministerial reshuffle and replace a number of officials who had a decline in the government performance of their ministries, this did not happen. According to observers, the matter is due to the pressures exerted by some influential political forces on the political scene and their insistence that any alternative should come from within their blocs and parties.
Whatever the case, the real success of the Prime Minister will be through real internal reforms. Therefore, and this seems clear, the man is working to achieve success, especially since Iraq is in dire need of successful management, implementing governance, and restructuring the public sector through partnerships between the public and private sectors. He must work hard to convince the political forces of these reforms, otherwise he must remain steadfast in the face of pressures, which is a method that the political forces have become accustomed to in order to implement their will and make governments captive to them.
