    The conflict is still raging between the Sunni political blocs over the presidency of the Council of Representatives, in line with the idea firmly rooted in the minds of these blocs that whoever obtains the presidency of the Council is the leader of the Sunnis.
    This leadership has become the knot that stands in the way of this component, whose political blocs are currently witnessing a conflict over the highest Sunni position (the presidency of the Council of Representatives), after the dismissal of the former Speaker of the Council, Mohammed al-Halbousi, who leads the Progress Party and is one of the parties to this crisis.
    The Council of Representatives is currently run by Deputy Speaker of the Council of Representatives, Mohsen al-Mandalawi, after the Council of Representatives failed to vote on one of the candidates, Salem al-Issawi and Mahmoud al-Mashhadani, for the presidency of the Council. The
    Federal Supreme Court issued a decision terminating the membership of the Speaker of the Council of Representatives, Mohammed al-Halbousi, as well as the membership of Representative Laith al-Dulaimi.
    The court stated in its decision issued on 11/14/2023 that it decided, based on the ruling issued therein, to terminate the membership of Parliament Speaker Mohammed Rikan al-Halbousi and to terminate the membership of Representative Laith Mustafa Hamoud al-Dulaimi as of the date of issuance of the ruling on 11/14/2023, a final decision binding on all authorities.
    The reason for terminating the membership was due to al-Halbousi being convicted of forgery.
    Al-Halbousi seeks to amend Paragraph 12 of the Parliament’s internal regulations in order to pass the candidate he wants, while the remaining Sunni blocs believe that this position is not the right of al-Halbousi but rather the right of the component.


    This struggle for leadership has negatively affected Anbar province, which suffers from corruption due to the Taqaddum Party’s control over its resources.
    The head of the Wujoud Movement, Mohammed Abu Sa’eda, confirmed that the rate of corruption has increased significantly in Anbar province after Halbousi’s party came to power in the local government. 
    Abu Sa’eda told Al-Maalouma, “There has been an increase in corruption rates after the Taqaddum Party came to power in Anbar province and took control of the province’s resources.”
    He added, “The Director General of Anbar Education is still in office despite 17 years, in addition to the fact that the police chief has been continuing his duties in his position for 12 years, which has not happened in the other provinces.” He explained that
    “the Director General of Anbar Health has been in office for 9 years, which confirms the extent of financial and administrative corruption in the province, as the Taqaddum Party stands behind all of this, which obtained very large sums of money during its tenure in power in the province.”
    Meanwhile, a member of the Unified Anbar Alliance, Abdul Wahab Al-Bilawi, separated between the leadership of the Sunni component and the presidency of the Council of Representatives, pointing out that the presidency of the Council of Representatives does not represent the opinion of all Sunnis.
    Al-Bilawi told Al-Maalouma, "There are those who delude themselves by linking the presidency of the House of Representatives to the leadership of the Sunni component, while there is no connection between the two matters, especially since the last participation rate in the elections did not exceed 20 percent."
    He added, "There are those who consider themselves leaders of the Sunni component simply by obtaining the presidency of the House of Representatives, and this leadership is illusory."
    He believed that "the leadership does not exist or may be the leadership of only 20 percent of the component, but it does not represent the opinion of the remaining 80 percent." End 25N
